Approve Edmonton's Supervised Consumption Services

Dear Minister Petitpas Taylor,

As a concerned resident of the Edmonton region, I urge you to approve the small-scale supervised consumption services proposed for Edmonton in response to an urgent health need that is concentrated in the inner core, and has been recognized as a priority by every level of government. Between January and September 2017, our city experienced 96 apparent fentanyl-related deaths. This high death toll is unacceptable and requires immediate action by introducing services that have been proven to save lives.

A high concentration of the overdose deaths is occurring in the inner city where a large proportion of people who inject drugs in unsafe conditions are living. I am aware that a coalition of 25 organizations has developed a sound plan to include micro-sized supervised consumption services within three community agencies and the partnering Royal Alexandra Hospital for in-patients.

None of the three community organizations has the space, staffing, or hours of service on their own to meet the level of need for supervised consumption services in Edmonton’s inner city without a costly and time-consuming expansion. Each organization is unique and has program strengths and trusting relationships with people within this population. They will offer medically supervised environments for consuming drugs with emergency medical assistance if needed, and coordinate their resources to connect people with a wide range of health and social supports.

It makes sense to start in the area of Edmonton where the need is greatest, and to place the supervised consumption services close to one another. We know people will only walk a few blocks to access these services and that the number of booths and hours of operation will add up to full coverage. Bringing people inside will also reduce the number of people currently injecting in the neighbourhoods around these organizations and unintentional needle debris.

I ask you to approve the applications for supervised consumption services in Edmonton now to reduce the large number of preventable deaths and improve the health and safety of our community members. The lives of Edmonton’s citizens depend on this effective action that is long overdue.
