우리는 이스라엘의 가자 주민 집단학살과 팔레스타인 식민 지배 및 아파르트헤이트 체제에 대한 공모를 거부하는 문화예술인들로서, 제 29회 부산국제영화제가 초청한 <개와 사람에 관하여Of Dogs and Men>의 문화워싱을 거부하며 상영 철회를 촉구한다.
오는 10월 7일이면 이스라엘이 팔레스타인 가자지구에서 집단학살을 시작한 지 1년이 된다. 이스라엘은 지난 1년 동안 최소 41,595명의 가자 주민을 살해했고, 96,251명에 부상을 입혔으며, 여전히 실시간으로 가자 전역을 공격하고 있다. 첫돌을 넘기지 못하고 살해된 0세 아기 중 신원이 확인된 아기만 710명에 달한다. 또한 이스라엘은 1년 이상 폭격해온 레바논에 대한 공격을 확대해 9월 23일 단 하루에만 레바논 시민 558명을 살해했고, 지상군 투입을 예고하고 있다. 시리아와 예멘까지 폭격하며, 이스라엘은 지금 중동 전역을 공격하고 있다.
그렇기에 10월 7일, 학살 1년이 되는 시점에 부산국제영화제에서 상영되는 작품 <개와 사람에 관하여 Of Dogs and Men>는 더욱 문제적이다. 이 영화는 이스라엘 정부와 영화 산업이 막대한 자본과 노력을 들여 자행하는 문화워싱의 일환으로 제작된 파렴치한 프로파간다 영화이다. 영화는 지난 해 이스라엘의 가자 집단학살이 시작된 지 약 한 달 후 가자지구 경계의 이스라엘 키부츠에서 촬영되었는데 당시 이스라엘은 가자 주민 11,000여명을 학살한 상태였다. 홀로코스트 역사학자들은 이미 침공 첫 주에 이것이 집단학살이라 규정하길 주저하지 않았다.

명실공히 아시아를 대표하는 영화제인 부산국제영화제의 이번 행보는 한국 영화계의 무관심과 침묵에서 기인했음을 부정할 수 없다. 특히 집단학살 1년이 되는 시점에 한국에서 상영된다는 것이 알려졌음에도 불구하고 이를 방관하는 현 영화계의 상황은 절망적이다. 침묵을 깨고 우리와 함께 할 것을 동료 영화인들에게 촉구한다.

We, the undersigned, reject the artwashing of Of Dogs and Men at the 29th Busan International Film Festival.
As artists, filmmakers, and cultural workers, we reject any complicity with Israel’s apartheid regime and oppose the artwashing of its Gaza genocide at the 29th Busan International Film Festival (BIFF). We call for the immediate removal of the film Of Dogs and Men from the Festival’s program and demand no platform be given to its propaganda.
October 7 marks one year since Israel began its ruthless genocide in Gaza. Over the past year, Israel has killed more than 41,595 Palestinian civilians, including over 710 infants, and injured 96,251 others as attacks on Gaza continue in real time. Israel has also recently intensified its offensive in Lebanon, having already bombarded them for over a year. This escalation resulted in the deaths of at least 558 civilians on September 23 alone, and Israel is now threatening to deploy ground troops. With ongoing bombings in Syria and Yemen, Israel is extending its attack across the wider Middle East region.
This makes it all the more problematic that Of Dogs and Men will be screening at BIFF on October 7—the very anniversary of the massacre. The film is a blatant propaganda tool serving the insidious culture-washing campaign orchestrated by the Israeli government and its film industry. Filming took place at an Israeli kibbutz on the border of Gaza last year, just a month after Israel’s horrific assault on Gaza began. Over 11,000 Gazans were slaughtered during this month in attacks that Holocaust historians did not hesitate to label as genocidal.
According to BIFF’s official program note, the film follows the journey of a 16-year-old Israeli girl who “returns to the kibbutz where she lived in order to find her dog, lost during the Hamas attack on October 7.” She “encounters various individuals one by one, including those who try to maintain their faith in humanity and others who vow revenge, witnessing the horrific reality left by the war.” While the film reenacts the events of that day through carefully calculated shots, 90% of Gaza’s 2.3 million residents are trapped in an unending cycle of bloodshed, subjected to indiscriminate airstrikes and evacuation orders. As the girl in the film searches for her lost dog, Palestinian dogs in the besieged Gaza Strip are left to scavenge for food, often resorting to eating human corpses; and residents live in constant fear that their own body may one day become food for dogs.
By programming this film, the Busan International Film Festival has chosen to remain silent amid Israel’s genocide and to endorse the director’s deceptive rhetoric. Earlier this year, at the 81st Venice International Film Festival, over 700 filmmakers demanded the withdrawal of Of Dogs and Men from the program. In response to the boycott call of his film, director Dani Rosenberg made baseless claims that those who had signed the letter had not even seen his film, further remarking, “Ultimately, my aspiration is for the war to end and their aspiration is also for the war to end, meaning, in that sense, that we share the same goal.” We do not share the same aspiration. Our goal is the immediate end to Israel’s regime of apartheid and military occupation. The film is a vehicle of the Israeli propaganda machine—shamelessly obscuring its crimes, distorting the facts, and rewriting history in an attempt to control the narrative and justify its genocidal policies.
Israel began its ethnic cleansing of indigenous Palestinians 76 years ago. Since the 1967 Six-Day War, it has continued to expand its colonization of East Jerusalem, the West Bank, and the Gaza Strip. On January 26, the International Court of Justice ordered the State of Israel to take all measures within its power to prevent genocide against Palestinians in Gaza, and on September 18, the UN General Assembly passed a resolution demanding an end to Israel’s occupation of Palestine within one year. For decades, Palestinians and the international community have condemned Israel’s violations of international law, and Palestinian civil society organizations, including artists, have called for the Boycott, Divestment, and Sanctions (BDS) movement to reject cultural events and artworks that collude in upholding the current colonial regime.
We urge BIFF to cancel the screening Of Dogs and Men, a work that appropriates the soft power of film to erase Israel’s military occupation and colonial rule, and legitimize apartheid and genocide. While Israel continues its genocidal campaign in Gaza, we categorically reject any film that focuses solely on an individual’s story or perspective without contextualizing the deep-rooted injustices of an oppressive system and the fundamental conditions needed for achieving true justice. We also oppose any narratives falsely suggesting a symmetry of power between the oppressor and the oppressed, or implying that the colonizer and the colonized are equally responsible for the so-called “conflict.” We refuse to be complicit in Israel’s culture-washing agenda.
The decision by the Busan International Film Festival, one of Asia’s most prominent film festivals, to screen this overtly propagandistic film in Korea on the 1-year mark of the genocide makes clear its intention to platform a genocidal apartheid state and its euphemisms. It is also a chilling testament to the indifference and complicity within the current Korean film industry. We call on our fellow filmmakers to break their silence and stand with us in solidarity with Palestine!
