EXCLUSIONS WITHOUT THE BALL
Exclusions without the ball are important for clean, non-violent, faster game. Referee MUST protect movement at any cause. “Impeding” fouls on perimeter must be called to enable movement, swimming. On the same time, referee must have ability to decide WHEN and WHERE to whistle exclusion without the ball, not to reduce advantage of attacking player or team.
Common mistake is, when referee starts to whistle exclusion without ball, ball enters to a goal. To avoid that, follow these instructions:
1. BEFORE WHISTLE EXCLUSION WITHOUT THE BALL, CHECK WHERE THE BALL OR ACTION IS. THIS EXCLUSION MUSTN’T REDUCE ADVANTAGE OF ATTACKER. After checking referee can start with his action.
2. FIRST STOP THE BALL WITH WHISTLE AND HAND SIGNAL STOP! By stopping the ball first, we avoid problems that game continue even if referee starts to whistle exclusion. Stopping the ball is not necessary at contra attacks or where situation is clear, who is excluded- AGAIN DON’T REDUCE ADVANTAGE OF THE ATTACKER OR TEAM BY STOPPING THE GAME, WHEN IS NOT NECESSARY.
3. SHOW THE NUMBER TO THE PLAYER AND YOUR COLLEAGUE AND EXCLUDE THE PLAYER.
