The SCTP was officially announced by DPM Heng and the National Environment Agency (NEA) in November 2024 (

The 300-hour programme is the first such initiative for the industry, and will cover topics including robotics, automation, waste management and outcome-based contracting for cleaning services.
The SCTP equips participants with industry-relevant skills, helps them obtain nationally recognised certifications, and prepares them for employment opportunities in the Environmental Services sector.
The collaboration between EMAS, TP and YRSG reflects a strong dedication to supporting ex-offenders through education, skills development and job opportunities - promoting a more inclusive, supportive and nurturing society.
