Copper Mill, a developer in the Boston area, is proposing a development along Elm St and Grove St (including the segment of Elm Street from The Burren to Dragon Pizza). The proposed development is a 26 story mixed use building with 502 apartments (25% of which are affordable) and several retail storefronts. The Burren and Dragon Pizza have signed agreements to return at their existing rents, and all other retail spaces will be filled with new businesses. The land in this parcel is currently zoned as CC4, which only allows 4-story commercial buildings. The developer is using a provision in Massachusetts state law, called 40B (the Comprehensive Permit Law). This law allows buildings with a substantial amount of affordable housing to, in certain cases, bypass local permitting laws. 40B proposals can either be 'friendly' or 'unfriendly'. Friendly 40B proposals are supported by the city and unfriendly proposals are not. Unfriendly 40B proposals typically result in a legal battle regarding whether the local municipality has sufficient affordable housing (by count or by land area), or meets other "safe harbor" requirements. Ideas for Community Benefits
Neighborhood Councils are legally permitted to negotiate Community Benefit Agreements (CBAs) with developers. If Copper Mill's proposed development were to be approved, what benefits would you like to see.

Examples of community benefits include
- Funding for community activities
- Funding for government initiatives
- New public spaces
- Facilities within the development, such as parking or other amenities
- Project labor agreements, such as stipulations to include union labor
