''Bullying'' means repeated incidents where one person (an adult or a student) uses written words, spoken words, or physical acts or gestures against another person to cause emotional or physical harm to them, cause damage to their property, cause them to believe that you will harm them or their belongings, creates a hostile environment at school, violates their rights at school, or seriously disrupts the learning or school day for other students. 

"Harassment" means incidents that offend or show disrespect to others based on their identity (ace, color, religion, gender identity, national origin, age, gender, sexual orientation, homelessness, or disability). These incidents may include jokes, comments, innuendoes, notes, pictures or symbols, gestures, or other types of conduct.
