Civics Graduation Requirement COVID-19 Waiver
There is a requirement in Act 55 that any students graduating from a Wisconsin high school (starting with the class of 2017) "takes a civics test comprised of 100 questions that are identical to the 100 questions that may be asked of an individual during the process of applying for U.S. citizenship by the United States Citizenship and Immigration Services and the pupil correctly answers at least 65 of those questions." (Section 3266R, 118.33(1m)(a)1.) The Department of Public Instruction has created guidance for how this requirement may be met during the COVID-19 public health emergency:

The Department of Public Instruction (DPI) will waive the civics graduation requirement due to extenuating circumstances during this ongoing public health emergency that would prohibit students’ ability to graduate in 2020 because they have not passed the civics graduation requirement. In order to grant the waiver, the department will ask you to check which of the following in the form below:
- There is unequal and/or irregular access to technology.
- The district is unable to translate the test to be in the language of student choice.
- Special education and /or English language services are unavailable.
- Inability to administer an online or paper test.

Per state law, the district will need to hold a public hearing under s.118.38 (1) (b) and document the date of the public hearing in the form below to receive a waiver. (The public hearing can be virtual or teleconferenced).
