管制即棄膠餐具和其他塑膠產品 - 餐飲業界培訓講座                                      Regulation of Disposable Plastic Tableware and Other Plastic Products - Training Session for the Catering Trade  
有關管制即棄膠餐具和其他塑膠產品的《2023年產品環保責任(修訂)條例》已於2023年10月18日獲立法會通過。為了讓業界有足夠時間做好準備,政府計劃於2024年4月22日(世界地球日)開始實施第一階段管制。第一階段管制包括禁止在本地銷售即棄膠餐具和禁止餐飲處所向顧客提供9類即棄膠餐具,並對一系列即棄塑膠產品的製造、銷售和供應進行管制。

為協助餐飲業界適應管制即棄塑膠的新法例,環境保護署(環保署)將舉辦一系列培訓講座,提供有關實施細節,包括管制模式、法例要求、可替代方案、罰則及場境分享等資訊,希望有助業界為落實新法例做好準備。本培訓講座的主要對象為餐飲業處所的管理人員及前線督導人員,透過提供基本的法規知識,幫助參與者傳遞相關條例的資訊給前線員工。

為此,環保署聘請了生產力促進局(生產力局)舉行培訓講座,相關細節如下:

(i) 2024年3月12日 (二) 下午四時十五分至五時四十五分 [中文 / Zoom網上直播]

The "Product Eco-responsibility (Amendment) Bill 2023" regarding the regulation of disposable plastic tableware and other plastic products was passed by the Legislative Council on 18 October 2023. To allow sufficient time for trades’ preparation, the government plans to implement the first phase of regulation on 22 April 2024 (i.e. Earth Day). The first phase of regulation includes the prohibition of the local selling disposable plastic tableware and the prohibition of providing customers with nine types of disposable plastic tableware in catering premises, as well as the regulation of manufacturing, selling, and supplying of a range of disposable plastic products.

To facilitate the catering trades’ preparation and adaption for the Regulation of Disposable Plastic Program, the Environmental Protection Department (EPD) is holding a series of briefings to provide details of implementation, including the regulatory framework, legal requirements, alternative solutions, penalties, and case studies, aiming to help the trade prepare for the implementation of the new regulations. The targeted audience of the briefings are the person-in-charge / frontline supervisors of the catering sector, so that they would be able to further pass the relevant information to the frontline staff after the trainings.

Therefore, the EPD has commissioned the Hong Kong Productivity Council (“HKPC”) for organizing the briefings and the details are as below:
