Meetings are the 1st Monday of the month, Holidays that fall on a Monday will be rescheduled to the first Wednesday of the month.
The
following is the procedure to set the agenda for a Elk Horn City Council
meeting:

Residents, property owners, business owners, vendors,
organizations, and other governmental agencies can contact the city clerk to
request a topic be placed on the Elk Horn city council agenda. The clerk shall ask the topic and request
paperwork regarding the topic to be submitted by the deadline. The clerk shall inform the requestor that
this topic will be placed on the tentative agenda for mayor’s review.

City Clerk sends out an email to the mayor, staff, finance
advisors, and possibly the city attorney a week before a city council meeting
to let them know it is council packet week.
·
Agenda topics are requested to be submitted to the city clerk
no later than three days prior to the day the council packet is published the
first time. This is usually Tuesday for
a meeting the following Monday.

Supporting paperwork is requested to be submitted to the city
clerk no later than two days prior to the day the council packet is published
the first time. This is usually Wednesday
for a meeting the following Monday.

A draft of the agenda is prepared by the city clerk and sent
to this email group for review and revisions.
·
Once review and corrections are completed the agenda is
printed for the mayor’s review.
·
The mayor reviews the agenda, makes any needed corrections,
and gives final approval of the agenda.
·
The city clerk makes the approved agenda part of the packet
and sees that it is published online and posted in the three required Elk Horn locations. These are currently: Elk Horn City Hall/Library, Yesway Gas
Station, and the Elk Horn US Post Office.

If someone has requested to be placed on the agenda, but the
mayor has refused, the person may come to a city council meeting and ask the
city council to direct staff to place a topic on a future agenda. No discussion of the topic’s points shall be
allowed until the item is on the agenda.

If the City Council has previously voted on a topic or
discussed a topic and no motion was made to forward the topic, this topic then
requires three council members on the prevailing side to request the topic to
again be placed on an agenda.
