Déclaration de boycott de la Bourse Claudine et Stephen Bronfman en art contemporain

Since 2010, this Fellowship has been presented as "one of Canada's most generous fellowships for emerging artists." (1) However, the funds for this fellowship are raised and managed by the philanthropic arm of Claridge Inc; Stephen Bronfman's Montreal-based private equity firm that primarily invests in public and private equity, hedge funds, real estate, and technology (2). In 2015, Claridge Inc. opened a parallel firm in Tel Aviv focused on Israeli investment which “was initiated through a partnership between Claridge Inc., the Stephen Bronfman Family Office, and the Caisse de dépôt et placement du Québec, one of Canada’s largest institutional investors.” (3)
Claridge Israel's investments are focused on the Israeli tech industry. In 2018, Claridge Israel invested $30 million USD in Cyberbit Ltd., a cyber security, warfare, and espionage company with the Israeli Defense Forces (IDF) as one of their key clients (4). Cyberbit was founded in 2015 as a subsidiary of Elbit Systems Ltd. by a former Israeli intelligence officer who spent over 15 years in the Israeli army (5). In 2017, Cyberbit was investigated by The Citizen Lab at the University of Toronto. The Lab found the Cyberbit was engaged in developing, marketing, and selling spyware to multiple governments in order to surveil political dissidents (6). Cyberbit proudly states that their products are “proven in the field”(7), a claim echoed by Elbit Systems Ltd (8), which provides up to 85% of the IDF’s drones and 80% of their vehicles and land equipment (9). Elbit is the foremost contractor for the IDF, and the company maintains a minority stake in Cyberbit (10).
Claridge Israel and Cyberbit have direct links to the IDF's "Unit 8200" cyber intelligence unit, "responsible for clandestine operation, collecting signal intelligence and code decryption, counterintelligence, cyber-warfare, military intelligence, and surveillance." (11) For example, Rami Hadar, the current Managing Partner of Claridge Israel (12) and Adi Dar, the founder of Cyberbit (13) are both alumni of this unit.
Additionally, Claridge Israel's investments include D-fend Solutions which contributes to the maintenance of the militarized perimeter of the Israeli occupation by producing "an autonomous counter-drone system, designed for urban environments" for Israeli's defense ministry (14, 15, 16, 17). D-fend Solutions is also employed by the United States departments of War and Homeland Security (18).
Last August, La Caisse de Dépôt et Placement du Québec announced that it is in the process of selling off its investments in Claridge Israel (19, 20, 21). If even La Caisse has come to the conclusion that investing in Claridge implicates them in the economy of genocide, then we believe it is in the best interest of Concordia University and UQAM to also end its partnerships with the Stephen Bronfman Family’s firms.
This boycott effort is not about moral purity; rather we believe it is important to work with the information that we know and to refuse to participate in the art-washing of occupation and genocide through awards and exhibitions. We know where this money comes from, and so we cannot afford to accept it.
- We demand that Concordia University and UQAM provide graduate students with fellowship opportunities that do not implicate them in funds made through investment in Israel's ongoing genocide in Palestine.
- We demand that Concordia University and UQAM continue to provide the existing institution-contributed benefits of the prize, including an exhibition, public lecture, and teaching opportunities.
- We demand that Concordia University and UQAM provide professional support to launch graduate studio arts students' futures that is more equitable and dispersed than a singular large award.
Until these demands are met, we call for both an individual and an institutional boycott:
- Eligible and Future Applicants: join us in boycotting The Claudine and Stephen Bronfman Fellowship in Contemporary Art by refusing to apply, promote, or be promoted by the philanthropic arm of Claridge Inc. We refuse to offer our art as cover for the maintenance of settler colonial occupation and genocide.
- Concordia University’s and UQAM's administration and Fine Arts faculty: In offering this award, our institutions obfuscate the investments that fund the fellowship. Faculty and staff can join the boycott by refusing to serve on the selection committee, refusing to process applications, and by sharing information about our boycott.

Our colleagues who are past Bronfman Fellowship Award recipients are not the focus of this effort. We are working in consultation with past winners. We know from these consultations that winning this award comes with serious moral and career implications. That being said, there was no collective organizing when they were applying.
The associations with this award is changing both within the institution and the broader community. We are focused on building a collective refusal among future would-be recipients.

DÉCLARATION DE BOYCOTT DE LA BOURSE CLAUDINE ET STEPHEN BRONFMAN EN ART CONTEMPORAIN
Depuis 2010, cette bourse est présentée comme « l'une des bourses les plus généreuses du Canada pour les artistes émergents. » (1) Toutefois, les fonds destinés à cette bourse sont collectés et administrés par la branche philanthropique de Claridge Inc, la société d'investissement privée de Stephen Bronfman basée à Montréal, investissant principalement dans des fonds publics et privés, des fonds spéculatifs, ainsi que dans l'immobilier et les technologies (2). En 2015, Claridge Inc. a ouvert une société parallèle à Tel Aviv. Axée sur les investissements israéliens, cette division « a été créée grâce à un partenariat entre Claridge Inc., le Stephen Bronfman Family Office et la Caisse de dépôt et placement du Québec, l'un des plus grands investisseurs institutionnels du Canada. ». Les investissements de Claridge en Israël sont axés sur le secteur technologique israélien. En 2018, Claridge a investi 30 millions de dollars américains en Israël auprès de Cyberbit Ltd., une entreprise spécialisée dans la cybersécurité et les techniques de guerre et l'espionnage, dont les Forces de défense israéliennes (IDF) sont l'un des principaux clients (4). Cyberbit a été fondée en 2015 en tant que filiale d'Elbit Systems Ltd. par un ancien officier des services de renseignement israéliens ayant passé plus de 15 ans dans l'armée israélienne (5). En 2017, Cyberbit a fait l'objet d'une enquête menée par le Citizen Lab de l'Université de Toronto. Le laboratoire de recherche a découvert que Cyberbit était impliquée dans le développement, la commercialisation et la vente de logiciels d'espionnage auprès de plusieurs gouvernements afin de surveiller les dissident.e.s politiques (6). Cyberbit affirme fièrement que ses produits ont « fait leurs preuves sur le terrain » (7), une affirmation reprise par Elbit Systems Ltd (8), qui fournit jusqu'à 85 % des drones de l'armée israélienne et 80 % de ses véhicules et équipements terrestres (9). Elbit est le principal fournisseur de l'IDF et détient des parts minoritaires dans Cyberbit (10).
Claridge Israel et Cyberbit ont des liens directs avec l'unité de cyber-renseignement « Unit 8200 » de l'armée israélienne, « responsable des opérations clandestines, de la collecte de renseignements par signaux, du décryptage de codes, du contre-espionnage, de la cyberguerre, du renseignement et de la surveillance militaire ».(11) En effet, l'associé directeur actuel de Claridge Israel, Rami Hadar (12), et le fondateur de Cyberbit, Adi Dar (13), sont tous deux d'anciens membres de cette unité.
De plus, les investissement de Claridge Israel incluent D-fend Solutions, compagnie contribuant au maintien du périmètre militarisé de l'occupation israélienne en fournissant au Ministère israélien de la Défense « un système autonome de lutte contre les drones, conçu pour les environnements urbains » (14, 15, 16, 17). D-fend Solutions est également employé par les départements américains de la Guerre et de la Sécurité intérieure (18).
En août dernier, la Caisse de dépôt et placement du Québec a annoncé qu'elle était en train de vendre ses investissements placé auprès de Claridge Israel (19, 20, 21). Quand même La Caisse de dépôt en vient à la conclusion qu'investir dans Claridge l'implique d'investir dans l'économie du génocide, nous pensons qu'il est dans l'intérêt de l'Université Concordia et de l'UQAM d'également mettre fin à leurs partenariats avec les entreprises de la famille Stephen Bronfman.
Cette initiative de boycott n'est pas une question de pureté morale ; nous pensons plutôt qu'il est important de travailler avec les informations dont nous disposons et de refuser de participer à l'artwashing (ou art-blanchiment) de l'occupation et du génocide par le biais de prix et d'expositions. Nous savons d'où vient cet argent, et nous ne pouvons donc pas nous permettre de l'accepter.
- Nous demandons à l'Université Concordia et à l'Université du Québec à Montréal (UQAM) d'offrir aux étudiant.e.s diplômé.e.s des bourses et des opportunités d'avancement qui ne les impliquent pas auprès de fonds générés par des investissements liés au génocide d'Israël en cours en Palestine.
- Nous demandons que l'Université Concordia et l'UQAM continuent d'offrir, en tant qu'institutions, les avantages existants liés à ce prix, notamment une exposition, une conférence publique et des possibilités d'enseignement.
- Nous demandons que le soutien professionnel de l'Université Concordia et de l'UQAM pour aider leurs étudiant.e.s diplômé.e.s en arts visuels à démarrer leurs carrières soit plus équitable et diversifié que par l'octroi d'un seul gros prix.
Tant que ces revendications ne seront pas satisfaites, nous appelons à un boycott individuel et institutionnel : - Candidat.e.s éligibles et futur.e.s candidat.e.s : rejoignez-nous pour boycotter la Bourse Claudine et Stephen Bronfman en art contemporain en refusant de postuler, de promouvoir ou d'être promu par la branche philanthropique de Claridge Inc. Nous refusons d'offrir notre art comme couverture pour le maintien de l'occupation coloniale et du génocide.
- Administration et faculté des arts de l'Université Concordia et de l'UQAM : en offrant ce prix, nos institutions invisibilisent l'origine des fonds qui financent la bourse. Les professeur.e.s et le personnel peuvent se joindre au boycott en refusant de siéger sur le comité de sélection, en refusant de traiter les candidatures et en diffusant l'information sur notre boycott.

Cette initiative ne vise en aucun cas nos collègues qui ont déjà reçu la bourse Bronfman. Nous avons mené nos démarches auprès d'ancien.e.s lauréat.e.s. Ces échanges nous ont permis de comprendre que recevoir ce prix a des conséquences importantes sur le plan moral et professionnel. Cela dit, il n'y avait pas de mobilisation collective au moment où ils.elles ont posé leur candidature.
Les perceptions entourant cette bourse sont en train de changer, tant au sein des institutions que dans la communauté artistique en général. Nous nous concentrons plutôt à bâtir un refus collectif de la part des futur.e.s candidat.e.s potentiel.le.s.
