Starry November Night - Merchant
I. Application Process:
1. Application packet can be submitted or downloaded from the DDD website at or picked up at the DDD office.
2. Complete the Merchant Application and return to the DDD. All application packets must be mailed in, submitted online or dropped off to the office during DDD hours. Mail to: DDD 2 W. Thomas Street Hammond, LA 70401.

II. General Rules:
1. Participating merchants must remain open and accessible from 6:00pm – 9:00pm on November 16, 2018.
2. Starry November Night is expected to operate rain or shine. In the event of a tornado warning or a City of Hammond closure/state of emergency, SNN may be cancelled or postponed. In the event of a cancelled event, the Hammond DDD may choose to reschedule the event. No refunds will be given for event cancellations due to weather.

III. Wine & Cheese Walk:
1. While the Wine & Cheese Walk is not mandatory, it is encouraged! Over 400 participants visited Downtown businesses for this event last year.
2. All participants will receive wine and cheese informational handouts, and a brochure listing.
3. ATC does not allow anyone with a current alcohol permit to participate in the Wine &Cheese Walk.
4. The Wine & Cheese Walk will run from 6:00pm-9:00pm. After 9:00pm participants are free to remain open to customers or close up and enjoy the rest of the entertainment.
5. Glasses will be marked for proper pouring. Guests will be allotted a certain number of tastings. Punch cards will be utilized to prevent unlimited wine pours.
6. Guests who complete the Wine & Cheese Walk will be entered to win a Starry November Night prize.
7. Businesses out of walking distance can still participate by setting up in a “Premium Spot.”
a. Premium Spots are defined as booths setup in high traffic areas.
b. Merchants will be provided with a 10ft x 10ft space to set up their booth. Merchants are responsible for providing their own equipment (tables, tents, extension cords, supplies, etc.).
c. Businesses are responsible for the setup of their booth. Booths must be set up by 5:00pm on November 16th and disassembled at 10:00pm on the same day.
8. In order for the DDD to obtain an ATC event permit for Starry November Night, certain guidelines must be followed.
Participants of the Wine & Cheese Walk are REQUIRED to send at least 1 representative to a meeting on November 8th at 5:30pm in the City Council Chambers, 312 E. Charles St. Anyone that will be pouring alcoholic beverages is encouraged to attend. This meeting is only required for those who did not attend the Hot August Nights meeting.
a. If a representative cannot be present, you must notify the DDD.
b. Absence without warning may result in a participant’s dismissal, and no refund will be given.

IV. Special Events
a. All special events will be advertised by the DDD if received by the deadline, October 19th at noon.
b. Businesses are encouraged to have added entertainment (examples: artists, musicians, non-profits, light snacks, drawings, giveaways, food and drink specials, etc.) to create more interest.
c. Include all special events in your application for the DDD to better assist you.

V. Payment Requirements and Dates:
1. All approved applicants who participate in SNN’s Wine & Cheese Walk must pay to participate.
2. Advanced payment via check is required. Make checks payable to Downtown Development District.
3. The Wine Walk fee for SNN is as follows: $100/hosting fee.
a. Additional cases of wine = $100.
4. Wine & Cheese Walk fees should be paid by October 19th. Merchants who have not paid for the Wine & Cheese Walk or have not informed us of any specialty events or products you’ll be providing during the event before October 19th may not be advertised in our 2018 Starry November Night brochure.
5. Applications will not be accepted after October 19th.

VIII. Hold-Harmless Clause and Insurance
All authorized vendors participating in Starry November Night 2018 shall be individually responsible for any loss, personal injury, deaths, and/or any other damage that may occur as a result of the vendor's negligence or that of its servants, agents, and employees, and all vendors hereby agree to indemnify and save the Hammond Downtown Development District harmless from any loss, costs, damages, and other expenses, including attorney's fees, suffered or incurred by the Hammond Downtown Development District by reason of the vendors' negligence or that of its servants, agents and employees; provided that the vendors shall not be responsible nor required to indemnify the Hammond Downtown Development District for the Hammond Downtown Development District’s own negligence or that of its servants, agents, and employees. Because no insurance is provided to participants in Starry November Night 2018, each vendor is encouraged to carry his/her own product liability insurance.
General Rules – Window Decorating Contest:
The Window Decorating Contest is a Starry November Night favorite. Decorating your business’ windows helps make Downtown look ready for Christmas and gets visitors in the holiday spirit!

1. 1st, 2nd and 3rd place will be awarded.
2. Judging will take place the night before Starry November Night, November 15th.
3. Winners will be announced at the Listening Local stage.
4. Decorated windows should remain decorated until the Christmas Parade on December 1st.
5. Windows will be judged on the most creative window painting or window display following this year’s theme. We encourage you to use paint, lights, props, etc. to make your window stand out.
a. This year’s theme: Louisiana Christmas
6. Please clean your windows properly! Do not clean your windows and leave chipped paint on the sidewalks or window edges! FISH window cleaning service is available to clean your windows professionally.
