You are building a volunteer-led community team to get people involved in their own neighborhood. You want to make sure to build the team so within a year there's 2 co-coordinators for the core team and each of the other main teams (e.g., volunteer coordination, communications, trainings, etc.). The core team sets the primary goals (i.e., the What) and give the main teams autonomy to figure out the best way to accomplish the work (i.e., the How).
