Membership CouncilThe CoC Membership Council serves as the primary source of expertise and program implementationfor the Board of Directors of SARAH (“CoC Board”). Responsibilities include providing input, expertise,and council-approved recommendations to SARAH staff and the Board regarding all matters relating tothe Continuum of Care (“CoC”) responsibilities, policies, and procedures. The Membership Council iscomprised of community members and stakeholders who participate in Target Population Workgroups,and who report on workgroup strategies and goals of ending homelessness the in the community.
Executive CommitteeThe Membership Council leadership will consist of a Chair, Vice Chair, and Secretary for a two-year (2)term elected from the Active Membership of the Membership Council. Officer positions for the 3Associate Members are non-voting members of the Membership Council who may attend MembershipCouncil meetings, engage in discussion, participate in other activities (unless limited by the Board ofDirectors), and may participate in a committee with the ability to vote on decisions made within thecommittee.
In addition to the Chair, Vice Chair, and Secretary positions, the Membership Council will select one (1)individual from the Active Membership to serve as a non-voting member of the Board of Directors, i.e.Service Director At-Large. This individual must be employed by an agency receiving CoC HUD funding ifthe Chair represents a non-CoC HUD funded agency. The three officers and additional elected Board ofDirectors Service Director At-Large may not represent the same Active Member Agency. TheMembership Council Chair and Service Director At-Large are non-voting and may not participate in thediscussion of project ranking in the Continuum of Care funding processes.
