Utah Senate District 11 Candidate Declaration of Intent
The Forward Party of Utah is excited to announce a groundbreaking methodology for filling interim replacements in the Utah legislature.

Nearly one-quarter of current legislators first obtained their seats through midterm appointment. Under Utah election law, these appointments are made by the political party of the departing elected official—meaning voters have no direct say in who represents them. The Forward Party believes there is a better way. Our goal is to give the voters of Senate District 11 a meaningful choice in determining who will represent them on Capitol Hill during the 2026 Legislative Session. Because democracy requires choice.

Individuals interested in becoming a candidate for the vacancy in Utah Senate District 11 must meet the legal requirements who hold the office of Utah State Senator, as well as agree to the additional requirements from the Forward Party of Utah.

This form serves as a declaration of intent to pursue the appointment to Utah Senate District 11. Further instructions on how to fulfill all application requirements will be provided upon completion.

  • Age: You must be at least 25 years old at the time of your election or appointment. 
  • Citizenship: You must be a citizen of the United States. 
  • Residency: You must be a resident of Utah for three consecutive years immediately before filing for office or appointment. 
  • District Residency: You must be a resident of the specific district you wish to represent for six months prior to the election. 
  • Voter Status: You must be a qualified voter in that district.

Required Contents for a Forward Party Candidate Application Packet*

If you are selected as a finalist, all contents required in the candidate application packet will be made public on 11chooses.com for the benefit of the voters. Packets are due no later than Friday, November 15, 2025 at 11:59pm. You will have the opportunity to adjust your responses until the online debate, tentatively scheduled for December 2nd.

The packet includes: 
  • A personal statement, recorded on video
  • A timeline of personal accomplishments
  • A letter of recommendation from someone else in their district
  • Q&A with responses to Forward Party of Utah’s stated Priorities
  • A question specific to their district (TBD)
  • The idea for a piece of legislation they would intend to file in their first year

Depending on the number of eligible applicants, the Party may conduct a preliminary selection vote among registered Forward Party members, with the top five candidates advancing to the general voting round.
