Cowichan Tribes: Recreational Cannabis Legalization and Regulation
Backgrounder: "The Cannabis Act", the federal bill that legalizes non-medical cannabis has recently received royal assent and will become law on October 17, 2018.

The Liquor and Cannabis Regulation Branch has outlined their framework for legalization which gives authority to Indigenous Nations. Indigenous Nations can:
- choose not to recommend approval of any cannabis retail store licenses
- impose restrictions on where cannabis retail stores can be located
- limit the hours that cannabis retail stores can operate
- charge fees for assessing applications

Cowichan Tribes will create and implement an engagement strategy to help determine our memberships' views on the retail sales of non-medical cannabis and public consumption on Cowichan Tribes lands with the goal of developing local regulations reflective of the communities values.
