Petition demanding the Japanese Government include Foreign and International Schools categorized as "miscellaneous schools" in the Free Preschool Education Program
On October 1, 2019, the Japanese government launched a tuition-free program for preschools and nursery schools. This tuition-free program, however, excludes preschools and nursery schools connected to foreign and international schools. Because of this policy, 40 Korean preschools are excluded from the free preschool education program.
 
This exclusion is unjust and violates the Children and Child Rearing Support Act, which mandates the Japanese government “ensures the well-being and healthy development of all children.” It is also a violation of international laws, such as that of the Convention on the Rights of the Child, which demands that “State Parties shall respect and ensure the rights set forth in the present Convention to each child within their jurisdiction without discrimination of any kind.”
 
The Japanese government's measure to exclude foreign children and parents from the tuition-free preschool program is extremely unjust and discriminatory, especially because the funding for the program comes from taxes paid by all Japanese citizens, including foreigners and non-Japanese citizens.
 
Please show your support for this petition demanding the Japanese government take responsibility for the well-being and healthy development of all children, without any discrimination, and immediately apply the free preschool education program to all foreign and international schools categorized as “miscellaneous schools.”
