서울대 당국은 ‘이스라엘 교육연구센터’ 폐쇄하라!

2026년 2월 28일, 이란에 대한 미국과 이스라엘의 합동 군사 공격의 일환으로, 이란 미나브 지역의 샤자레 타예베 여자초등학교에 미사일이 떨어졌다. 이 공격으로 120명의 어린 학생과 교사 26명 등 총 156명이 목숨을 잃었다. 

이는 단지 일탈적 사건이 아니다. 이는 교육 인프라를 고의적으로 파괴하는, 이스라엘의 오랫동안 기록돼 온 ‘교육학살(scholasticide)’ 전략의 일부이다. 2023년 10월 이후 가자지구 내 학교의 90% 이상이 파괴되었거나 사용이 불가능해졌다. 또한, 이스라엘의 공습으로 가자의 모든 대학이 부분적으로 또는 완전히 파괴되었다. 가자지구에서 62만 5천 명 이상의 어린이들이 한 학년 내내 학교 교육을 받을 수 없었다.

이러한 상황 속에서 서울대 당국은 2024년 6월 “이스라엘 교육연구센터”를 개소했다. 이 센터는 이스라엘이 “다문화주의”와 “평화”를 추구한다는, 진실과 정반대되는 주장을 늘어놓으며 한국이 이스라엘의 교육을 본받아야 한다고 주장한다.

국제사법재판소에서 집단학살 가해국으로 인정된 이스라엘로부터 도대체 어떤 “평화”를 배울 수 있다는 말인가? 아파르트헤이트 국가, 정착자 식민주의 국가로부터 도대체 무슨 “다문화주의”를 배운다는 말인가?

이 센터는 앞서 “이스라엘 연구센터”라는 이름으로 설치를 시도했다가 대학 연구시설위원회에서 승인이 부결되었다. 그러나 이스라엘 “교육”연구센터로 명칭만 바꾼 다음 위원회의 승인도 없이 센터를 설립했다.

센터의 명칭을 바꾼 것은 정치적으로 보다 ‘중립적’인 센터로 보이게 하려는 의도였을 것이다. 그러나 우리는 명확히 짚고 넘어가야 한다. 교육은 결코 중립적인 영역이 아니다. 이스라엘의 교육은 시온주의라는 식민주의 논리에 기반해 있기 때문에 더욱 그러하다. 시온주의(Zionism)는 유대인만의 배타적 민족국가를 세우기 위해 역사적 팔레스타인에서 토착민들을 끊임없이 추방하고 학살하는 정치 운동을 말한다.

이스라엘의 학교 교육은 팔레스타인인들이 후진적인 민족이며 따라서 이스라엘의 일부로 사는 것이 낫다는 생각을 주입한다. 일제가 교육을 통해 한국인들의 문화와 정체성을 말살하려 했던 것처럼, 이스라엘의 교육 시스템은 팔레스타인인의 정체성을 지워버리고 팔레스타인 땅에 대한 그들의 유대를 끊어내려 한다. 우리는 이런 식민주의적 논리를 정당화하는 데 기여하는 센터가 서울대학교 캠퍼스에 자리 잡는 것을 좌시하지 않을 것이다.

자금 출처는 이스라엘 교육연구센터의 진정한 본질을 여실히 드러낸다. 센터는 대표적인 기독교 시온주의 단체인 ‘기독교-유대인 국제친선협회(IFCJ)’의 한국지부인 더펠로우십코리아로부터 연구비를 지원받고 있다. 게다가 주한 이스라엘 대사관이 센터의 공식 “참여기관”이라는 사실에서 알 수 있듯이, 이스라엘 대사관이 센터 운영에 적극적으로 관여하고 있다. 이 센터의 기능은 명확하다. 이스라엘과 친이스라엘 단체들이 서울대학교의 명망을 이용해 이스라엘의 이미지를 세탁하는 것이다.

서울대학교가 이스라엘의 자금 지원을 받는 연구센터를 유치하고 이스라엘 교육기관들과 교류·협력을 강화할 때, 서울대학교는 팔레스타인 교육의 말살과 무관한 위치에 있는 것이 아니다. 오히려 이 파괴를 가능케 하는 기계의 부속품이 되는 것이다.

이 센터는 한국과 이스라엘 간 “교육 협력의 허브”가 되겠다고 자임하고 있다. 전쟁범죄를 스스럼없이 자행하는 이스라엘과 교류를 단절해도 모자랄 판에 교류를 늘려나가겠다는 것이다. 이는 비단 서울대학교의 명예를 실추시키는 것일 뿐 아니라, 한국의 다른 대학들에도 우려스러운 선례를 남기는 것이다.

전 세계가 목도하고 있는 이스라엘의 범죄에 직면하여, 세계 곳곳의 학술 공동체는 다른 길을 택하고 있다. 남아프리카공화국, 아일랜드, 유럽 전역과 라틴아메리카의 학생회, 교수회, 그리고 대학들이 팔레스타인인들과 연대하며 이스라엘에 대한 학술 보이콧을 채택했다. 특히 남아공의 대학들은 아파르트헤이트(인종분리)를 경험한 역사를 교훈 삼아, 이스라엘 기관들과 교류를 단절하는 데 앞장서고 있다. 세계는 깨어나고 있다.

그러나 서울대 당국은 세계가 점점 외면하고 있는 이스라엘에 오히려 구명줄을 던져줌으로써 정반대의 길을 택하고 있다. 이스라엘 교육연구센터가 활동을 계속하도록 용인하는 것은, 이스라엘의 인종청소를 단지 못 본 체하는 것을 넘어서 적극적으로 방조하는 것이다.

이 대학의 구성원으로서, 또는 더 넓은 세계 공동체의 일원으로서, 우리는 서울대학교가 이스라엘의 손에 묻은 피를 씻어내는 데 이용되는 것을 용납하지 않을 것이다.

우리는 서울대 당국에 이스라엘 교육연구센터를 즉각 폐쇄할 것을 촉구한다!

SNU Administration Must Shut Down the “Israel Education Research Center”!

On February 28, 2026, as part of the joint US-Israeli military attacks against Iran, a missile struck the Shajareh Tayyebeh girls’ elementary school in Minab, Iran. The attack killed 156 people, including 120 schoolchildren and 26 teachers.

This was not an isolated tragedy. It is part of Israel’s long, documented pattern of scholasticide—the deliberate destruction of educational infrastructure. Since October 2023, over 90% of schools in Gaza have been destroyed or rendered unusable, and all universities in Gaza have been partially or completely destroyed by Israeli strikes. More than 625,000 children in Gaza have been denied an entire school year.

Against this backdrop, Seoul National University (SNU) opened the “Israel Education Research Center” in June 2024. This center makes claims that are completely at odds with the truth—namely, that Israel pursues “multiculturalism” and “peace”—and argues that South Korea should learn from Israel’s education system.

What kind of “peace” are we supposed to learn from a state whose genocidal acts have been recognized by the International Court of Justice? What could we possibly gain from learning about “multiculturalism” from an apartheid, settler-colonial state?

The center had previously attempted to establish itself under the name “Israel Research Center,” but its application was rejected by the university’s Research Facilities Committee. However, after simply changing its name to the Israel “Education” Research Center, it went ahead and established the center without the committee’s approval.

The center may have changed its name in the hope of appearing more politically ‘neutral’. However, let us be clear: Education is not neutral ground, especially an education system founded upon the colonial logic of Zionism—a political movement that seeks to relentlessly displace and massacre the indigenous peoples of historic Palestine in pursuit of a Jewish ethnostate.

Israel’s school education pushes the idea that Palestinians are a backward people who are better off as being a part of Israel. Just as Japan tried to erase Korean culture and identity through education during its occupation of Korea, the Israeli education system seeks to erase Palestinian identity and to cut off their connection to the land. We cannot allow a center that legitimizes this same colonial logic to exist on SNU’s campus.

The funding confirms its true nature. It relies on money from “The Fellowship Korea”—the Korean branch of the International Fellowship of Christians and Jews (IFCJ), a leading Christian Zionist organization. Furthermore, the Israeli Embassy’s active involvement in the center’s operations is well established, as evidenced by the Embassy’s status as an official “participating institution” of the center. The function of this center is clear: Israel and pro-Israel organizations are exploiting SNU’s prestige to whitewash Israel’s image.

When SNU hosts an Israeli-funded research center and deepens its ties with Israeli institutions, it does not stand apart from the destruction of Palestinian education. It becomes part of the machinery that enables it.

The center positions itself as “a hub of educational collaboration” between South Korea and Israel. Instead of cutting ties with Israel for its war crimes, SNU is in fact deepening those ties. This not only stains SNU’s reputation but also sets a troubling precedent for other Korean universities.

In the face of Israel’s crimes—laid bare for all the world to see—the global academic community has charted a different path. Student unions, faculty bodies, and entire universities across South Africa, Ireland, and other parts of Europe and Latin America have adopted academic boycotts in solidarity with Palestinians. South African universities, drawing on their own history of apartheid, have led the way in severing institutional ties with Israel. The world is waking up.

The SNU administration is choosing the opposite, actively throwing a lifeline to a settler-colonial project that the world is increasingly refusing to dignify. By allowing the “Israel Education Research Center” to continue its operations, SNU is not just sitting on the sidelines—it is actively enabling Israel’s project of ethnic cleansing.

As members of this university, and as part of the wider global community, we refuse to let Seoul National University be complicit in washing the blood off Israel’s hands.

We call on the SNU administration to immediately shut down the Israel Education Research Center!
