San Mateo County Libraries is a Joint Powers Authority governed by a Board consisting of representatives from each member entity, including the communities of Atherton, Belmont, Brisbane, East Palo Alto, Foster City, Half Moon Bay, Millbrae, North Fair Oaks, Pacifica, Portola Valley, San Carlos, Woodside and the unincorporated areas of the County.

Approximately 280,000 people live within the Library’s legal taxing district which covers 351 square miles. More than 70% of our population have library cards and pre-pandemic our thirteen libraries receive more than 2 million visits each year. The Libraries host thousands events annually, circulate close to 3 million library materials per year, and are the largest provider of free Internet service in the County. San Mateo County Libraries provide unmatched services to our community, and we are consistently ranked as one of the best libraries in the nation.

The Foundation for San Mateo County Libraries Foundation is an an independent, nonprofit (501c3) organization whose mission is to develop and encourage the long-term financial health and success of San Mateo County Libraries. The Foundation will focus on raising awareness and annual resources to support San Mateo County Libraries’ goals and system initiatives.

Board Member Responsibilities and Expectations
-Be enthusiastic about public libraries and work effectively to increase the Library's value to the community.
-Become knowledgeable about the San Mateo County Libraries’ Mission, Strategic Plan, services and programs in order to identify when Foundation assistance is needed and ensure that Foundation funds are used properly.
-Support and develop the Foundation’s mission, policies, programs and bylaws.  
-Participate in formation of the Foundation’s strategic plan and monitor progress.
-Assist with the fundraising activities of the Foundation.
-Make an annual financial commitment of an amount that is both significant to the Foundation and significant compared to your other charitable giving.
-Develop relationships with other organizations and individuals on behalf of the Foundation.
-Apply your professional expertise and skills to Foundation management.
-Assist the Board in carrying out its fiduciary responsibilities by reviewing financial statements, approving and monitoring the Foundation’s budget, and overseeing endowment funds.  
-Ensure the Foundation abides by legal and ethical guidelines; follow conflict of interest, confidentiality and other policies.
-Serve on the Board for a designated term (three years) and participate in meetings of the Board.
-Serve on at least one Board committee: Governance, Marketing and Communications, Finance, Engagement (fund development and events).
