What is this?
- New houses built in our parish have an obligation to make a CIL (Community Infrastructure Levy) contribution to the local council.
- The Parish Council is allocated 15% of the CIL payment.
- Due to some recent new builds in our area, we have received approx £81,300
- Of this, spent or committed to date is £28,000
- Most of these funds must be spent before the end of March 2028.
How can it be spent?
- There are clear criteria that any spend must meet to be eligible for CIL investment.
- Infrastructure spending including roads and other transport, schools and other education, community facilities, health facilities, sport/recreation facilities, and open spaces.
- CIL can be used to increase the capacity of existing infrastructure or to repair failing infrastructure, if needed to support the needs arising from development.
Who decides?
- Ultimately, it is for the Parish Council to decide how to allocate this spending.
- The Parish Council wants to hear the views of a wide cohort of parish residents to guide its decisions
What has happened so far?- The Parish Council put out a general call for ideas from members of the public
- We approached parish clubs and groups to encourage submissions
- We conducted due diligence on all ideas to assess feasibility, cost and public benefit - and discarded some ideas as unfeasible.
- We identified a small number of projects which could be approved at a public meeting but without a full public consultation, based on a combination of factors related to their relatively small budgets, clear public benefit, time sensitivity and/or previously evidenced wide public support. - We identified seven projects to be taken forward to public consultation
What are we asking you for?
- We now have seven shortlisted projects that we want your views on!
- This survey is designed with simplicity in mind: We are asking for you to rank these projects (1 being top, 7 being bottom) in order of how desirable they are to you, and to add any comments you think would help us.
Important things to bear in mind!
- Many of these projects may be eligible for additional grant funding from a wide variety of sources, so the Parish Council may make a contribution towards the total cost!
- As such, think about the MERIT of the project rather than the COST.
- Some of these ideas may still be subject to further hurdles which could not be fully tested. Similarly, some cost estimates may have shifted since they were quoted.
- Please look at the details of each project by clicking on each of the links in the relevant question, or looking at all of them here.
- We ask you to rank them from 1-7, but your comments are also important.
- We are taking a qualitative approach to determining where the spending goes.
- It is not too late to propose new ideas, provided they meet the CIL criteria and you believe they would have public support! Although we suggest you check out the list of ideas that we considered, but deemed unfeasible, here.
- Whilst we will not be able to afford to fund all these projects, what you tell us can help inform future CIL spending, as and when it becomes available.
