CASE IDEA Reauthorization Recommendation Survey
Dear CASE Membership,

As the Policy and Legislative Committee finalizes our IDEA Reauthorization Recommendations to be ready should a reauthorization of the legislation be prompted by Congress, we wanted to reach out and get your opinion. Below please note your level of agreement or disagreement with the following recommendations and provide any comments about the reasons for your rating. This will help our committee consider your opinions in our final decisions about what CASE will or will not recommend.

Recommendation #1: CASE recommends the current formula for funding authorization under IDEA is maintained and that it is appropriated as intended in the statute. CASE recommends the 40% federal appropriation as authorized under IDEA.

Recommendation #2: The Council for Administrators of Special Education (CASE) opposes all publicly funded subsidies of private education such as private school voucher programs (including tax credits, taxpayer savings grants/scholarships, and portability) for all students, including students with disabilities, as they are contrary to the best interests of students and their families, the public school system, local communities, and taxpayers.

Recommendation #3: CASE recommends reasonable parameters in determining when a parent should have access to an Independent Educational Evaluation (IEE) at the cost of the school district. This would include requiring written reasons for request, a limitation to eligibility base evaluations and a limitation on the number of them that can be requested.

(Please note that the membership was split on this issue at the CEC convention and so your opinion is particularly important on this topic and the comment on this one is required).
