POUR UN IEP SOLIDAIRE : NON AUX PARTENARIATS COMPLICES D'APARTHEID

L'université de Tel Aviv est décriée à travers le monde pour son implication dans le système d'apartheid, dans l'oppression quotidienne des palestinien-ne-s et pour ses liens étroits et affirmés avec l'armée israélienne à travers la recherche technologique, théorique et stratégique en matière militaire et la formation des futurs cadres de l'armée.

Ainsi, nous, étudiant-e-s de l’IEP de Rennes avons fortement réagi lors de la venue de l’ambassadrice d’Israël en France le 30 mars 2017 dernier(1). Depuis, nous nous mobilisons tous les jours en vue de voir le partenariat officialisé à l’occasion entre l’IEP et l’UTA s’achever et pour s’assurer de son non-renouvellement !

Une pétition a été lancée en vue de porter la voix des étudiant-e-s auprès des instances décisionnelles de l’institut qui à ce jour avoisine les 350 signatures. Le mot d'ordre est le suivant :

« Étudiant-e-s, prenons conscience de notre pouvoir et mobilisons nous pour engager notre école dans une démarche positive, celle de promouvoir la solidarité entre les peuples, à travers le boycott des universités israéliennes mais aussi à travers l'adoption d'une déclaration de principe visant à ne jamais renouveler des partenariats complices de crimes d'apartheid – comme c'est le cas avec l'Université de Tel Aviv. C'est par le boycott que le régime d'apartheid s'est éteint en Afrique du Sud, et nous devons nous saisir de cette possibilité d'agir.

Au nom du respect du droit international, de l'éthique, des droits humains et de la solidarité internationale, nous, étudiant-e-s de Sciences Po Rennes, nous mobilisons pour :

· Le non-renouvellement du partenariat contracté avec l'Université de Tel Aviv

· L'adoption d'une déclaration engageant l'IEP à ne plus contracter de partenariats avec les universités israéliennes, ni avec les universités complices d'atteintes aux droits humains »

Ce premier travail de sensibilisation et de récolte n'est cependant pas pris en compte par la direction de l'IEP. Dès lors, nous avons besoin de soutiens extérieurs dans la stratégie engagée pour convaincre la direction de mettre un terme à ce partenariat honteux.

Nous avons besoin de la voix de tous et toutes les enseignant-e-s chercheur-e-s, les doctorant-e-s, les professeur-e-s de facultés.

The University of Tel Aviv is criticized around the world for its involvement in Israel's apartheid system and in the daily oppression of the Palestinians, and for its close links with the Israeli army through military technological, theoretical and strategic research and the training of future army officers.

We, students of the Institute of Political Studies (IEP) of Rennes, strongly protested on 30 March last year against the visit to our Institute by the Israeli ambassador to France, when  the partnership between the IEP and the University of Tel Aviv became official.   Since then, we are striving daily to ensure that this partnership comes to an end and is not renewed!

A petition has been launched to bring the voice of the students to the attention of the Institut's decision-making bodies and, as of today; it has almost 350 signatures.  This initial effort at awareness-raising has not, however, been taken into account by the IEP's management.
Consequently, we need external support for the strategy initiated in order to convince the management to put an end to this shameful partnership.  
We therefore need the voices of all teachers, researchers, doctoral candidates and faculty professors.

“Let us be aware of our power and act together to commit our schools to take a positive approach:  that of promoting solidarity between peoples, not only through the boycott of Israeli universities but also by adopting a statement of principles aimed at neither establishing nor renewing any partnerships with bodies complicit in the crimes of apartheid – as is the case of the partnership between the IEP of Rennes and the University of Tel Aviv.  It was through the boycott that the apartheid regime of South Africa came to an end, and we must seize this opportunity to act.

In the name of respect for international law, ethics, human rights and international solidarity, and in support to the students of the Rennes Institute of Political Studies, I endorse their request regarding:

• The non-renewal of the partnership signed by the IEP of Rennes with the University of Tel Aviv.
• The adoption of a statement whereby the IEP of Rennes commits itself to not establish partnerships with Israeli universities, nor with any universities which are complicit in the violation of human rights.”
