How to foster safe humanitarian access in contexts where explosive weapons in populated areas are being used?

The use of explosive weapons in populated areas in contemporary armed conflicts results in devastating and widespread civilian harm and humanitarian consequences. In November 2022, 83 States endorsed the Political Declaration on Strengthening the Protection of Civilians from the Humanitarian Consequences Arising from the Use of Explosive Weapons in Populated Areas (EWIPA).

Handicap International - Humanity & Inclusion, member of the International Network on Explosive Weapons (INEW), is currently facilitating a multi-stakeholder process for producing guidance and recommendations for the implementation of the commitments related to humanitarian access and victim assistance set out in the Political Declaration. After the initial discussions at the Oslo EWIPA conference this month, we are hosting online the first, out of four, workshop on the implementation of the commitments towards affected populations in EWIPA settings, to which we would like to invite you to participate, as a practitioner on this topic. 

The first key priority topic that will be addressed relates to humanitarian access and safety in EWIPA settings, directly affecting the delivery of the assistance to the affected populations, and in reference to the article 4.4 of the Political Declaration, committing to “Facilitate rapid, safe, and unhindered humanitarian access to those in need”. Through guiding questions and thought-provoking discussions in plenary and working groups (Chatham House rule), representatives from States, UN, ICRC, national and international non-governmental organisations and affected communities will explore the specific impacts of the use of explosive weapons on humanitarian access and safety, with a focus on the specific challenges faced by local aid workers. 

The objective of this online workshop is to identify and suggest concrete recommendations for the implementation of the commitments of the Political Declaration.
