MODDC Public Comment | 5-Year State Plan
MODDC identified three priority areas for our work in the next 5-year state plan: 
  1. Advocacy, Empowerment, and Policy Engagement
  2. Dignified Community Access
  3. Employment
At our January and March 2026 Council meetings, members drafted goals and objectives for the next five years. We are asking the public to provide feedback on this draft plan.

The Council is accepting public comment until May 11, 2026.

Goal 1: By 2031, more people with developmental disabilities and their families will have the skills and opportunities to speak up for what they need.

Objective 1.1 (Training): By 2031, the Council will teach more people with disabilities and family members how to be effective advocates. 

Objective 1.2 (Empowerment): By 2031, the Council will support at least 3 self-advocacy groups to meet regularly.

Objective 1.3 (Community Belonging): By 2031, the Council will improve access to inclusive community and recreational opportunities.


Goal 2: By 2031, more people with developmental disabilities will gain greater community access that is tailored to their needs, helping them live confidently, independently, and happily.

Objective 2.1 (Healthcare Partnerships): By 2031, the Council will work with 3 healthcare networks to make it easier for people with developmental disabilities to get quality healthcare from doctors and staff who respect them.

Objective 2.2 (Patient Rights): By 2031, the Council will work with self-advocates to create resources that explain how to use Medicaid and understand patient rights. 

Objective 2.3 (Transportation): By 2031, the Council will support 3 projects or policy changes that address specific barriers in public or private transportation. 

Objective 2.4 (Emerging Issue): From 2027-2031, identify and address issues that affect individuals with developmental disabilities and families.

Goal 3:  By 2031, more people with developmental disabilities, their families, and employers will gain information on the benefits and impact of competitive, integrated employment and the value of hiring people with developmental disabilities.

Objective 3.1: (Awareness) From 2027-2031, the Council will make more people aware of different competitive, integrated employment opportunities across the state.

Objective 3.2 (Benefits Navigation): From 2027-2031, the Council will train more individuals and families each year on how work changes options and benefits (like Medicaid and SSI).

Objective 3.3 (Employer Education): From 2027-2031, the Council will reach more employers each year with information on why hiring workers with disabilities is good for business and how to work as a team.
