Hudson Valley District: NYS Elks' Training: Leadership
Here are the NYS Elks Training questions for the 2024-25 Leadership Program.

How many years have you been an Elk? *

1) A member who is elected as Exalted Ruler part way through an Elk Year, due to the previous ER leaving for health reasons, is considered a PER if they complete the term started by the first ER.

2) An Exalted Ruler who completes half their term in office but has to leave due to personal reasons will still be considered a PER in their lodge. *

3) A Leading Knight who assumes the responsibilities of an ER that resigned, but is not elected to office as ER, will attain PER status for doing the duties of ER if they do it for the remaining amount in the Elk Year. *

4) An ER, in good standing, can pardon a single member who was expelled from the Order by the Local Forum. *

5) The ER cannot remove or suspend a member for violation of the Laws of the Order. *

6) A person who is currently not a U.S. citizen but has a work visa, permission from gov’t to be living in the U.S.  and/or is in the process of becoming a U.S. citizen may join the Order with the permission of a District Deputy.  *

7) A lodge must refuse membership to a member from another lodge who was expelled from the Order following due process of the Order unless a pardon has been issued from the GER. *

8) If the lodge does not have a single death of a member in a given year they still have to hold the Elks Memorial Service in December. *

9) If two lodges want to combine their Elk Memorial Services they may do so but must have formal dispensation from the DDGER.  *

10) If charges are brought against a member and said member is facing a trial through the Local Forum they are still entitled access to lodge and club privileges prior to said trail.

12) A member in good standing, who is elected to fill a vacant office, must wait until the next consecutive lodge meeting to be installed into office. *

13) The ER is in charge of appointing all committee chairs in their lodge. *

14) If the Lodge does not agree with a committee chair appointment they can vote by ⅔ majority to remove the chair and make the ER choose another. *

15) The ultimate determination of the office hours of a Lodge Secretary should be made by the member duly elected to the office of Lodge Secretary. *

16) Any member in good standing may request to review lodge records at a reasonable time.  *

17) The Lodge Secretary and Treasurer are officers that are required to attend District Deputy Clinics unless excused for good cause by the DDGER. *

18) Only the DDGER has the authority to remove an officer from a lodge in their district who is found to have committed conduct unbecoming an Elk.  *

20) Once a member has completed their initiation they are to be issued a copy of the Constitution & Laws of the Order and a copy of the By-Laws of the lodge they joined.  *
