Community Advisory Committee Application
Ava Community Energy (formerly known as East Bay Community Energy) is seeking applicants from Ava's service area to fill vacancies on its Community Advisory Committee. The Community Advisory Committee (CAC) was formed in 2016 as part of the formation of Ava (a Joint Powers Authority), with the goal of supporting Ava's mission to 1) create competitively-priced options for electricity services; 2) accelerate investments in clean energy resources; and 3) catalyze local, energy-related project development. Ava seeks to ensure a diversity of members and interests on the CAC as well as members who represent all regions of the service area. The CAC’s members are community stakeholders appointed by the Ava Board of Directors to provide advice and recommendations to the Ava Board. The CAC is not a decision-making entity.

Member Roles:
1) Advise the Ava Board of Directors on subjects related to the operation of Ava's Community Choice Aggregation (CCA) program, with the exception of personnel and litigation matters;
2) Represent the views of their respective communities in their comments and recommendations;
3) Serve as an information-channel back to their colleagues and communities; and
4) Help Ava staff and local officials identify issues of concern and opportunities to educate the public about community choice energy in Alameda County and the cities of Tracy, Stockton, and Lathrop in neighboring San Joaquin County. 

Ava is now taking applications to fill vacant seats on the CAC. These vacancies currently include:
  • (1) Seat representing the CAC's Eastern Service Area Region (which includes the cities of Dublin, Pleasanton, and Livermore)
  • (1) Seat representing the CAC's Northern Service Area Region (which includes the cities of Albany, Berkeley, Emeryville, Oakland, and Piedmont)
  • (5) Alternate seats (one for each of the CAC's five Service Area Regions)

Anyone interested in serving on one of these vacant CAC seats, please apply by completing this form no later than 12pm on March 4, 2024.

NOTE: this application is a public document and will be available for review upon request. Ava may choose to interview final candidates.

APPLICANT CRITERIA:
1. Ava service area resident or business owner who has actively owned and/or operated a business within Ava's service area for a period of at least 5 years prior to appointment and shall do so for the entire period of appointment. The service area includes the Cities of Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Lathrop, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, Stockton, Tracy, and Union City, as well as unincorporated Alameda County. Applicants must reside or own and/or operate a business within the specific CAC Service Area Region for which they are applying (e.g., applicants seeking appointment to the seat representing the CAC's Eastern Service Area Region must reside or own and/or operate a business within the cities of Dublin, Pleasanton, or Livermore). Applicants will be considered with an interest in maintaining diversity of representation by geography, population, work experience and community. 

3. Applicants should be committed to serving on the CAC and attending regular, monthly meetings. Members are eligible to receive a stipend for each meeting they attend. Meetings will generally take place in the early evening hours and CAC members will help plan meeting agendas. Members of the CAC will serve staggered two-year terms (the first term of three of the members shall be one year, and two years thereafter), which may be renewed. Members may serve a maximum of four (4) terms for a total of eight (8) years. No appointee to the CAC shall serve more than a total of eight (8) years.

4. Applicants with potential conflicts of interest that may hinder effective participation in the CAC are discouraged from applying. All applicants will be reviewed for conflicts of interest by Ava staff.
