If you have previously received an award from Del. Moon, you must submit a new application for each academic year in which you seek funding.
This scholarship program provides modest awards intended to supplement other sources of financial aid. Annual award amounts vary depending on the number of applicants and available funds. Awards typically range from $300 to $1500 pending the above factors. Awards are split across two semesters unless awardees indicate interest in applying the full balance to either the fall or spring semester.
Please note that scholarship awards are disbursed directly to the educational institution, not to the applicant. Applicants are strongly advised to explore all available funding opportunities in addition to the Delegate Scholarship. Awards are disbursed after the institution verifies the student's enrollment in the beginning of each semester.
For information on additional financial aid opportunities, please visit the Maryland Higher Education Commission (MHEC) website. Applicants are encouraged to apply for all Delegate and Senator scholarship programs in District 20 (Delegates Wilkins, Charkoudian, and Senator Smith).
Eligibility Requirements and Information:
- Please have ready: a personal statement sharing any additional information you would like the review committee to consider, which may include financial circumstances, academic progress, career goals, community involvement, personal challenges you have faced, or any other context you believe is relevant to your application. The statement must be at least two well-organized paragraphs and limited to 300–500 words, and should reflect your own writing and perspective.
- You must be a resident of Maryland and reside in Legislative District 20. Applicants living outside District 20 will not be considered. Follow this link to check your district residency status. Do not complete the application if you are not a resident of District 20.
- You must be a Maryland resident who is a current high school senior, a college or graduate student (full- or part-time), a student attending approved private career schools, or an undocumented student eligible for in-state tuition. Individuals enrolled or recently enrolled (within the past two years) in a community college program leading to a professional certification or license may also qualify for reimbursement of educational expenses. All in-state majors are eligible.
- Out-of-state awards are permitted only if your proposed major is not offered by any Maryland institution (“Unique Major”) and you have applied for and received Unique Major approval from MHEC. You must apply for unique major status for every out-of-state institution you are considering. Institutions in Washington D.C. are considered out-of-state. MHEC's Unique Major Application will open in March of 2026.
- You must have an account in the Maryland College Aid Processing System (MDCAPS) with MHEC and ensure your contact information (including legislative district) is current. Once you have created an account, complete the MHEC One-App contained within your MDCAPS profile. Please be sure your home address in MDCAPS matches the address you provide on this application.
- You are strongly encouraged to complete the FAFSA or MSFAA (via the MHEC One-App) by the stated deadlines. Completing your FAFSA before March 1 often guarantees priority eligibility for the upcoming year.
- This scholarship is not automatically renewable. You must submit a new application for each academic year in which you seek funding.
- The total amount of ALL state scholarship awards you receive may not exceed your institution’s cost of attendance or the statutory maximum, whichever is lower.
- Application deadline (for this cycle): May 29, 2026 by 5pm. Awardees will be notified via email by July 1, 2026.
