  • Rep. Panetta failed to support a ceasefire in Gaza until June 7, 2024, after 8 months of bloodshed beginning October 7, 2023.
  • In April 2024 Rep. Jimmy Panetta voted for unconditional military aid to Netanyahu's government.
I pledge to vote for a candidate who will support the Leahy Laws, the US Foreign Assistance Act and International Humanitarian Law. The Leahy Laws  prohibit United States military assistance to foreign military units that violate human rights.  The U.S. Foreign Assistance Act prohibits providing military assistance to countries that restrict the transport or delivery of U.S. humanitarian aid. International Law prohibits military targeting of non-combatants, hospitals, schools, etc. US military support for Netanyahu’s violence against non-combatants in Gaza and recent forcible displacement of 40,000 Palestinians from their homes on the West Bank and blocking humanitarian aid to Gaza violate these laws.

HUMANITARIAN AID TO GAZA
Panetta's Record
  • In March 2024,  Rep. Panetta voted to stop US funding to the United Nations Relief and Works Agency (UNRWA), the foremost relief agency operating in Gaza. Congress stopped US funding of UNWRA due to allegations that aid workers were involved in the Hamas attack of October 7, 2023. A UN investigation concluded that 9 workers (out of 13,000 in Gaza) “may have been involved” in the Hamas attack. Of the 16 countries that stopped aid to UNRWA based on the allegations, only the United States and Sweden have failed to resume funding.
I pledge to vote for a candidate who will vote to renew funding for the UNWRA.

Panetta's Record
  •  On January 23, 2024, Rep. Panetta joined Republicans in signing a letter to “express our disgust” with South Africa’s filing of a “grossly unfounded case against Israel at the International Court of Justice”. 
  • In May 2024 and again In January 2025,  Panetta voted with House Republicans on a resolution to sanction International Criminal Court officials, dismissing the court’s charges as “illegitimate and baseless”. The resolution failed to pass the Senate, with all Democrats except Fetterman voting it down.
  • In October 2024, Panetta was part of a delegation that met with Netanyahu. Panetta reportedly said, “You’ve got to give Israel credit” for its military operations in Gaza and the wider region. He emphasized the need to leverage these military victories into political ones.
I pledge to vote for a candidate who will not deny the evidence presented by Human Rights Watch, Oxfam, and a UN report labeling Israeli and Hamas actions as “crimes against humanity.”

  • In November 2024, Panetta voted with Republicans to pass HR9495, which would have given the Trump administration the authority to remove the nonprofit status of organizations without due process. This bill is opposed by 354 civil rights groups, including ACLU and NAACP.  Democrats in the Senate killed the measure.
I pledge to vote for a candidate who will stand up to the Trump Administration in defense of civil liberties.

Panetta's Record
  • In 2021 Panetta voted with Republicans and only 10 Democrats against an amendment to end US support for Saudi air attacks that devastated Yemeni civilians. 
  • In 2024 Rep. Panetta voted in favor of transferring cluster bombs to Ukraine. 124 nations have signed the Convention on Cluster Munitions, banning the production and use of these "scatter bombs" that harm civilians during and after wars.
