Maven standalone vulnerability scanning [Private Preview]

As part of Artifact Registry the container scanning API supports the scanning and detection of Maven vulnerabilities in containers.  We're expanding this feature to include scanning of stand alone Maven packages.  Now customers who store Maven packages on Artifact Registry, not inside containers, can enjoy the benefits of vulnerability scanning too.
