Should a church's registered members exceed ten (10), church administration will be contacted to determine the voting members. (The 2016 Book of Discipline ¶659.1 defers the composition of the district conference to the annual conference rules. The Michigan Conference Rules of Order 11.4.1 lists: “…Membership of the District Conference shall be all clergy members of the Michigan Conference appointed or residing in the District, and the professing members of all congregations located in the District. No congregation shall be represented by more than ten (10) professing members.”)
