Exploring the effects of COVID-19 on monitoring, evaluation, and learning (MEL) systems.
The COVID-19 pandemic has created restrictions on movement and interaction with others has resulted in significant changes in the way people live and work.

Rhodes University's Public Service Accountability Monitor (PSAM), Global Integrity and the African Tax Administration Forum (ATAF) are conducting research to better understand the impact that COVID-19 is having on MEL systems within African institutions concerned with promoting and strengthening fiscal governance and transparency.

The survey will help to collect data concerning the extent to which MEL systems are affected during times of emergency. The goal is to use the survey data to help develop insights and lessons that can be used to assist institutions to improve and adapt their MEL systems during and post COVID-19.

The survey consists of 9 questions which should take approximately 5-10 minutes to complete. No personal information will be required in any of the answers to the questions so participants will not be personally identifiable in any reports that may result from the survey data.
