To the Philippine Consulate General in San Francisco and COMELEC Office for Overseas Voting:

We, overseas Filipino voters under the jurisdiction of the Philippine Consulate General in San Francisco, are registering our concerns regarding the delayed receipt of our ballots as well as the lack of information on the voting process beyond social media posts and advisories on the San Francisco consulate website. Overseas Absentee Voting (OAV) began as of April 10 but many of us have yet to receive our ballots. Even today, the Consulate is still in the process of mailing ballots when they should have been in our hands by the start of voting.

The Consulate in San Francisco oversees 8 states as well as Northern California & Northern Nevada which covers 47,711 registered voters. Its duty is to ensure every single voter is given timely notice of the voting rules and regulations and receives the necessary materials for the elections. However, across the San Francisco consulate’s jurisdiction, there was limited, and even lack of, outreach and services to fully inform voters of how to participate in the elections.

We urge Consul General Neil Ferrer and the Consulate in San Francisco to account for the delayed ballots and take action to guarantee our votes are received and accurately counted. We urge the Consulate in San Francisco to:

1. Share the status of each ballot with individual voters, including when it was sent. Voters  did not receive confirmation if their changes of address had been received so the Consulate must ensure all ballots are sent to the correct addresses.
2. Investigate reports where individuals attempted to mail their ballots but were denied due to insufficient postage. Voters must be provided necessary postage to successfully mail their ballots and the Consulate should help address any instances where voters have not been provided the sufficient postage.
3. Consider reopening the accreditation of media, observers, and civil society partners to increase democratic participation in the electoral process.
4. Share information on the voting process for seafarers since ports span across the jurisdiction of the San Francisco Consulate.

We are concerned by the delayed ballots and other inconsistencies that have already occurred during the opening week of OAV that could lead to the disenfranchisement of up to 47,711 voters. We’d like to note that, due to lack of information and proactive outreach to previously registered voters, there was a significant drop in voter registration for this year’s elections. We urge the San Francisco Consulate to ensure transparency in the voting process for Overseas Filipino Voters. We are alarmed by reports of pre-shaded ballots and false exit poll reports in overseas voting experiences in other countries. It is our civic duty to make sure there are clean and honest elections this year and we expect the Consulate to fulfill its responsibility as a representative of the Philippine government to ensure clean and honest elections as well.

Mula sa mga overseas Filipino voter sa ilalim ng hurisdiksyon ng Philippine Consulate General sa San Francisco, kami ay nagrerehistro ng aming mga alalahanin tungkol sa naantalang pagtanggap ng aming balota, at sa kakulangan ng impormasyon tungkol sa proseso ng bagboboto. Limitado lang sa social media post o sa ilang mga advisory sa website ng konsulado ang impormasyon na mahahanap. Nagsimula ang Overseas Absentee (OAV) Voting Period ay nagsimula ng 10 Abril, ngunit marami sa amin ay hindi pa nakakatanggap ng aming balota. Kahit sa araw na ito, ang konsulado ay nasa gitna parin ng proseso ng pagpapadala ng mga balota. Ngunit dapat ang mga balota ay nasa kamay na ng mga botante bago magsimula ang panahon ng pagboboto. Sa mga nakaraang taon ng halalan, natanggap ng mga botante ang aming balota ng Pebrero, bago ang panahon ng pagboto.

Ang konsulado sa San Francisco ay responsable sa 8 na estado sa US, kasama na ang Northern California at Northern Nevada, na sumasaklaw sa 47,711 rehistradong botante. Ang tungkulin ng konsulado ay tiyakin na bawa’t botante ay makatanggap ng maagang balita ng mga tuntunin at regulasyon tungkol sa pagboto, at matanggap ang lahat na kinakailangang  materyales para sa halalan. Gayumpaman, sa buong hurisdiksyon ng konsulado ng San Francisco, limitado at kulang ang outreach at serbisyo ng konsulado upang ganap na ipaalam sa mga botante kung paano lumahok sa mga halalan.


Hinihimok namin si Konsul General Neil Ferrer at ang Konsulado sa San Francisco na suriin ang mga naantalang balota, at kumilos upang matiyak na ang aming boto ay matanggap at mabilang sa halalan. Hinihimok namin ang Konsulado ng San Francisco na:

1. Ibahagi ang katayuan ng balota ng bawat na indibidwal na botante, kasama na kung kailan ito ipinadala. Ang mga botante na nag-file ng change of address ay hindi nakatanggap ng kumpirmasyon, at dapat tiyakin ng konsulado na ang lahat ng balota ay naipadala sa tamang address.

2.Imbestigahan ang mga ulat ng mga indibidwal na nagsubok na ipadala ang kanilang balota, ngunit hindi tinanggap dahil sa kakulangan sa selyo. Ang mga botante ay dapat bigyan ng sapat na selyo upang maibalik ang kanilang balota, at dapat ang Konsulado ay tumulong sa pagtugon sa mga kaso na kung saan ang mga botante ay hindi nabigyan ng sapat na selyo.

3.Ituring ang muling pagbubukas ng accreditation ng media, observers, at civil society partners upang mapataas ang demokratikong partisipasyon ng mamamayan sa proseso ng halalan .

4.Magbahagi ng impormasyon sa proseso ng pagboto para sa mga seafarers dahil ang mga daungan ay saklaw sa hurisdiksyon ng Konsulado ng San Francisco.

Nababahala kami sa mga naantalang balota at iba pang kasalungatan na lumabas sa unang simula ng OAV na maaring humantong sa paglabag sa karapatan ng 47,711 na botante.  Tandaan natin na dahil sa kakulangan ng impormasyon at proactive na outreach sa mga dating nakarehistrong botante, nagkaroon ng malaking pagbaba sa rehistrasyon ng mga botante para sa mga halalan ngayong taon. Hinihimok namin ang Konsulado ng San Francisco na tiyakin ang tapat proseso ng pagboto para sa mga Overseas Filipino Voters. Nagugulat kami sa mga ulat ng mga balota na pre-shaded, at sa mga bogus na exit poll reports na lumalabas sa karanasan ng overseas voters sa ibang bansa. Importanteng civic duty natin na tiyakin ang malinis at tapat na halalan ngayong taon, at inaasan namin na gagampanan ng Konsulado ang responsibilidad nito bilang kinatawan ng gobyerno ng Pilipinas, patungo sa malinis at tapat na halalan.
