The mission of NCSARAC is to advocate for the search and rescue mission in the State of North Carolina by partnering with state and local jurisdictions to promote skilled, trained, and available resources for the search and rescue mission and by providing educational resources and exercise opportunities.

To accomplish this mission, the NCSARAC has an MOU with North Carolina Emergency Management to enable us to:

Promote SAR as a specialized function within emergency services, requiring specialized training and equipment to support SAR operations properly.

Identify and promote specialized training needs and requirements to be an effective SAR resource.
Identify, vet, and publish a listing of qualified SAR resources for the state.

Establish formal means of communications and networking among SAR resources.

Coordinate and provide consultation, expert testimony, and other related services on search and rescue subjects at the request of Federal, State, local, and other agencies.
 
The NCSARAC SAR Group Membership is open to any agency or organizations that are involved directly in providing search and rescue operations resources and have been voted in as a member of the Council under the Bylaws of the Council and; able to demonstrate an affiliation with an authority having jurisdiction to the satisfaction of a majority of the NCSARAC voting members; or are an official city, county, state, or federal agency that has requested membership and has legal jurisdiction for search and rescue. The membership rights, including voting and holding office, will be exercised by two (2) officially designated agency or organization representatives.

Associate Membership is reserved for local or state emergency management offices or Directors, Law Enforcement Agencies, or private or non-profit entities who might not provide search and rescue resources but wish to be involved with NCSARAC for information, training, and networking opportunities and which have been voted to that status under the Bylaws of the Council.
