The Greater Richmond Continuum of Care (GRCoC) seeks to prevent, reduce, and end homelessness through effective and coordinated community-wide efforts and services. The Coordinated Entry System (CES) allows the GRCoC to centrally:
- identify households that are homeless or at risk of homelessness,
- assess their housing and service needs, and
- quickly connect them to appropriate housing and services necessary to end their housing crisis as quickly as possible.
This form contributes to our coordinated effort by defining how GRCoC partners can address issues that arise during the component parts of CES: access, assessment, prioritization, and referral. When a partner submits the feedback form, it is reviewed and routed to:
- CES Administrator,
- CES Providers’ Council,
- GRCoC’s System Policy and Process Committee, or
- other relevant GRCoC group or board member.

This form is designed to supplement the CES Policies and Procedures (adopted by the GRCoC Board in May 2019 and available at
http://endhomelessnessrva.org/images/Committees/SPP/2019/CE_PP_May_2019_Updates.pdf). Submissions should be related to improvements to CES, concerns with CES, or specific incidents that occurred during a CES process. Issues related to possible or alleged violations of local, state, or federal ordinance or law and threats to personal safety are not covered by this form. Additionally, this form does not cover issues related to funding decisions related to specific funding sources identified in the GRCoC Bylaws.
