The undersigned faculty, students, staff members, and community members of the colleges and universities of the University System of Georgia (USG) express our support for the following "Open Letter to the Georgia Southern Community” from the Georgia Southern Chapter of the American Association of University Professors.
The Georgia Southern situation is particularly urgent and life-threatening, but the same issues -- adequate testing, transparent reporting, and the prioritizing of student, staff, faculty, and community health -- exist across the USG campuses and call for immediate action by Presidents and the Chancellor.

We, the Georgia Southern University chapter of the American Association of University Professors (AAUP), write to express our grave concerns regarding the current state of our university, highlighted by the 508 new positive cases reported for the week of 8/24- 8/31/2020. As the vast majority of these cases are in Bulloch county, Statesboro currently ranks 5th in the nation in new cases as a proportion of population. The AAUP is a non-profit, national professional organization dedicated to the principles of academic freedom and shared governance. The Georgia Southern chapter of the AAUP has been active for several decades, and our current membership includes professors across all colleges and multiple campuses of the university. As we have moved into the third week of the semester, our membership has closely followed the status of Covid-19 cases on our campuses and has heard concerns from many students, staff, and faculty who are reluctant to speak publicly. Our chapter, along with non-AAUP colleagues who have contacted us, have identified several concerns related to the university’s response to the global novel coronavirus pandemic impacting our communities. Below we outline three primary concerns along with our recommendations for addressing them.
Covid-19 Testing: We thank the administration and University Health Services for providing relatively low-cost testing to students. We urge the university to expand testing as much as possible, both to shorten increasing delays in test availability (some students have reported waiting nearly a week to get tested) and to protect all residents of Bulloch, Chatham, and Liberty counties. We implore the university to take immediate action on testing, especially in response to the August 23, 2020 White House Coronavirus Task Force report on the state of Georgia.
Covid-19 Positive Case Reporting: We applaud the administration for its decision to report positive Covid-19 case numbers. We hope that the reporting will soon display critical data including the number of persons quarantined and percent positive test rates. In the interests of transparency and safety, all Covid-19 data should be reported on a daily basis.
Student, Staff, and Faculty Safety: We applaud the university’s decision to make alternate work and learning accommodations available to more members of our community. Despite these and other health and safety efforts, many members do not feel safe coming to our campuses. Faculty members are receiving emails daily from students who live with an at-risk person in their household, and/or simply do not feel safe on campus despite the university’s efforts. Yet, without medical documentation stating they are in a high-risk group, faculty have very few options to help these students, given the administration’s direction to provide accommodations only to high-risk students (this is also the case with many faculty whose requests for remote teaching were denied on similar grounds). This micromanaging of faculty teaching by the University System of Georgia enforced by the Georgia Southern administration serves as both a threat to public health and a violation of academic freedom. We urge the administration and the University System of Georgia to allow faculty greater flexibility in conducting their courses, especially regarding the mode of delivery.
The Georgia Southern chapter of the AAUP calls on the university administration to contact USG Chancellor Wrigley to request a move to fully online instruction. As of August 31, 2020, Georgia Department of Public Health reports a skyrocketing of Covid-19 cases in Bulloch County, with 735 cases/100,000 persons, up from 266 on 8/23/20 (a 176% increase). We ask the administration to take this action to demonstrate its stated commitment to prioritize the health and safety, not only of the university community, but also the broader Statesboro, Savannah, and Hinesville communities. It is not hyperbole to suggest that the lives of Georgia residents living in these locales are in the hands of USG Chancellor Wrigley and the Georgia Southern administration.

I really wanted this to work. However, it is clear from the 500% spike (from 100 people, in one week) that reopening was rushed, hasty, and while there was a considerable amount of planning, it was done with no experience, yet on a massive scale. The math and science don't support reopening. Sooner or later, we will likely be forced to shut down. The sooner we do so, the more lives we save. The later we do this, the less control we will have of this virus, and the longer we will find ourselves in this cycle. Sometimes there is no easy way.

As a student I do not feel safe going to classes. This especially applies to classes that do not offer social distancing. Where I am forced to be in close proximity with fellow students that I can’t ensure have been following guidelines out of class. I also feel that Georgia Southern is not taking into consideration the wellbeing of my peers and I. Instead this decision seems to have been weighed using the voice of professors, Greek life, and athletes. Students that do not belong to one of those groups are the students taking the matter seriously and are put in harms way on a daily basis. I hope that these signatures and comments will be enough to express our plight in simply wanting a safe college experience. Lastly, I will mention that the residents of Bulloch county are also being affected by the university’s decision. This is a community that is underserved and has large homeless and low income populations. Thus, if they are to get sick they are least likely to be given treatment/proper treatment. Not to mention, they would be least likely to survive this virus. If not for the students wellbeing, then for the residents of Bulloch County that were so gracious to allow our University and students to make it our temporary home.

There is absolutely no good reason for the majority of us students to be back on campus, especially considering the quality of instruction we're receiving. The University requiring us to report to campus on certain days and attend virtually on others places us in a bizarre limbo between face-to-face and synchronous instruction, where we benefit from neither. I'm also growing weary of the moral grandstanding done on the part of the administration. Whether it be through signs plastered with the maxim "Eagles Do Right," or emails condescendingly reminding us to "be responsible," all of us are constantly told that it's up to the actions of the students as to whether or not we can continue to stay open.
We're expected to sacrifice a fundamental component of the college experience just so we can remain on campus and receive mediocre instruction. Everyone is still being charged full rates for tuition and room and board. Students are forbidden from having absolutely any guests over, but the administration initially permitted greek life to continue and is even reopening Paulson Stadium. These rules aren't in place to protect the students whatsoever. Not only are they hard to enforce, but the people who will actually follow them aren't the ones who would attend/host parties without a second thought. The restrictions are just making this experience all the more insufferable for the people who actually "do right."
Instead, it appears that the university is attempting to pin the blame of a horrible reopening on the students. Based on what we've seen from the Covid deaths so far, the University System was clearly aware that people would inevitably die, and decided to restart classes anyway. I was skeptical at first, but it really does seem that the colleges are placing money before the safety of their students. That's why I'm signing this statement of support. We can't just sit around letting more people die, just to be blamed for it when it eventually spirals out of control.

Statesboro is a national COVID hotspot. All of my professors have made all of the work available online. I have multiple professors in at-risk groups. There is no reason for having anyone on campus. It’s not safe, and it’s not necessary. I was really looking forward to coming to campus, but I now see that it is not worth the risk to my life or the lives of those I come in contact with. It’s easy to just tell students to be responsible, but you have to know they won’t all listen. Bars in Statesboro have been packed full of maskless people. You are placing all of the responsibility on a group of people who can’t be held accountable. Take initiative and take responsibility. Close campus so education won’t contribute to any further infection. The students who are being smart and staying home and staying safe don’t deserve to get sick just for being on a campus with students who aren’t. The pursuit of education should be able to happen safely. I understand there are complex things at play, but when it comes to life and death, it’s best to keep things simple. I’m very scared of publicly posting this signature because I don’t want to get kicked out, but this is important to me. Please be merciful.

The GA Southern president Kyle Marrero is straight up lying to keep up the facade. In an email o Sept 4th, he wrote that he was proud of Greek councils because they "decided last week to refrain from hosting social events and moved in-person organizational meetings and events to a virtual format" - not that it matters because they all just go out partying out on Burkhalter Road or the local bars. He then wrote "Several local businesses have decided to close for a short time" in reference to Dingus Magee's and The Blue Room being closed for a couple days when Statesboro was ranked 5th in the nation in new cases as a proportion of population. By the time we move up to #2 in the nation, they were both reopened with lines out the door. This is Labor Day weekend, Friday to Monday will be non-stop partying and traveling. Just shut it down.

One definition of irresponsible decision-making is to hope at someone's else's expense for the best, while trusting the worst will not affect decision-makers. Did you prepare adequately to minimize Covid dangers -- plan for probable ill-advised student socializing, limit classroom interactions, test sewage for asymptomatic positive tests, liaise effectively to train and reassure stakeholders? If you did not, close until a credible way forward is found. Others currently may reap short-term deleterious consequences, but ultimately those in positions of responsibility will pay a price should their leadership prove to have been poor.

We need to go remote. All my professors, except one who's in person class I dont feel safe going to because I feel like she's not taking this seriously, are prepared and expecting to. The school is prioritizing money over the safety of its students, faculty, and the students parents. The school is trying to place all these "Eagles do right" posters and send out emails so that when the cases get even worse that they already are, they can try to blame us students instead of admitting the truth, that they are the ones at fault and only cared about money. The armstrong campus doesn't even have a lot of reported cases, but I still feel unsafe being here. We are trapped in our rooms only to attend zoom classes and maybe the occasional in person one or to walk back and forth to the dining halls. We are going to be forced to closed the schools eventually, and the earlier we do it, the better it will be for all of us. Your students are miserable, and I can't speak for the professors, but it seems like they don't like how things are going either, so listen to us, the ones who are forced to be here and attend classes. Yes it sucks that my freshman year is like this, and I'm sure others feel the same, but I'd rather have a freshman year safe online than put others, including professors and my mother who is immunocompromised, at risk of getting sick and dying.

The authors have communicated their position responsibly, and they have very reasonable concerns. I know our institution made significant efforts to mitigate the circumstances, but the reality is that Covid infections continue to rise. Every day I'm on campus, I see "holes" in that mitigation. The students see them as well, and many are very upset about them and fearful of the inevitable consequences. So the decision has to be made regarding this question; are financial and political consequences more important that what our students remember about their experiences at our system's institutions during these troubling times?
