Welcome to the Victim of Communism Memorial Foundation's UN submission portal for victims of PRC policies in Xinjiang.
We created this form to help victims submit a complaint to the UN to help advocate for justice. We plan to collect testimonies of abuses, and work with partners to submit them all in a formal report to the UN Special Procedures in 2023. We think that a collective submission may have much more impact than individual submissions, and may lead to the Special Procedures taking action.
Expect filling out this form to take between 10–20 minutes, depending on the information you have to hand.

All information entered into the below form, including your name and contact information, will be sent to the United Nations Special Procedures in an email. The UN's Special Procedures provides the option to withhold this information, or specific details in the complaint, from the state to which the complaint is addressed (China), but their form does not allow withholding victim identifying information from the UN itself.
VOC has pre-populated some of the fields, noted with [FILLED BY VOC] below.
Responses can be provided in English or Chinese.
We strongly recommend typing long answers into another document, and pasting them into the form, rather than typing them directly into your web browser. If there are any issues with submission, the information you typed directly into the browser might be lost.
What happens when you fill out this form
Filling out and submitting this form will have two outcomes:
(1) Your data will be submitted to a VOC-controlled Google account;
(2) This data will be used to prepare a report to the UN, which will be submitted with your complaint attached.
Other things you can do
If you wish to submit your complaint to the UN directly, visit the original
UN Special Procedures link, or, alternatively, visit the
UN's Human Rights Council, download the Microsoft Word document, fill it in, and send it to the email or postal address listed there.
