Petition to Oppose 'Recovery First' Ordinance
In late January 2025, Supervisor Matt Dorsey introduced a 'Recovery First' Ordinance, amending San Francisco's drug policy to make abstention and cessation of drug use the primary objective of the city.

Defining recovery strictly under an abstinence only model ignores decades of established evidence based public health policies and practices that demonstrate there is more than one road to recovery as it is a process of change through which individuals improve their health and wellness, live self-directed lives, and strive to reach their full potential. Greater access to addiction medicine and treatment beds have been identified as key strategies to reduce overdose mortality.  This ordinance as written would create additional barriers to accessing care, by requiring abstinence first. Restricting access based on a narrow definition of “recovery” could lead to fewer people receiving the help they need.
