Impact of New Regulations: Dilemma for Shipowners & Managers 新规定的影响:船东与船管的困境
This abridged 90 minutes talk provides an overview of the forthcoming new regulations and the ones in the pipeline. This is then followed by a discussion about the expected technical, commercial and financial impact on shipping and the options that the stakeholders may have in terms of compliance. Role of Ship Managers and Owners in selecting cost effective and more importantly “compliant” solutions amongst various alternatives.

“Will there be a rush to fit anything available, just to show compliance? And are there sufficient repair yards to deal with the demand to retrofit systems? As always, our advice has to be to be cautious, because compliance with the Convention is not by fitting equipment but by the equipment actually working. An odd situation, where Governments approve equipment, but then would appear to be very willing to censor shipowners if the equipment they previously approved does not then work” (Mr. Arthur Bowring, Page 41, Association Annual Review 2015) http://www.hksoa.org/hksoa_year_books/attachment/1.pdf
