SURVEY | Catch Share Reform Coalition

Purpose

The purpose of this survey is to gather information from fishing community members who would like to be part of a fishermen-centered effort to reform catch share policies. 

About

A newly-forming Catch Share Reform Coalition is taking shape, with support from the North American Marine Alliance. The intent is to harness the policy ideas and leadership from fishermen who have directly experienced the harms caused by catch share policy with the goal of fixing the problems. 

Context

A group of 10 active commercial fishermen from AK, OR, LA, MS, FL, and RI gathered in DC during the Spring of 2022. From that gathering emerged three policy “bucket areas” that are used to inform this survey.

Limit by time spent fishing

Imagine if you had to demonstrate “time spent fishing” in order to qualify for buying/leasing fish quota.

Limit by percentage of income derived from commercial fishing.

Imagine if you had to demonstrate “x percentage of income derived from commercial fishing over x amount of years” in order to qualify for buying/leasing fishing quota.

Qualification Renewal Period

For a fisherman who qualifies to buy/lease fish quota, what is the renewal period by which the fishermen must again demonstrate that they continue to meet qualification criteria?

AFFORDABLE LEASING

Imagine if Catch Share Programs required that quota leasing fees may not exceed more than X% of ex vessel price.
