Please indicate the degree to which each element below is a barrier to effective blended / personalized learning implementation in district classrooms.  The obstacles listed below were adapted from:  Pane, John F., Elizabeth D. Too much diversity in achievement levels among students within a classroom
Lack of flexibility in the curriculum teachers are required to teach
Pressure to cover material as a result of district standards or testing requirements
Inadequate data to help teachers personalize students’ instruction
Scheduling constraints
Lack of teacher input into hardware and/or software purchasing decisions
