Blue badge holders living in Hackney are able to apply for a permit for a vehicle in order to drive through some of the traffic filters on the main roads (also known as low traffic neighbourhood (LTN) schemes) on applicable bus routes (where HAC01 permit holders are exempt).
Terms and conditions:
1. Eligibility criteria
1.1 You must hold a valid Hackney issued blue badge in your name.
1.2. You are only entitled to one permit, per blue badge, per vehicle registration mark.
1.3. If you currently have a companion badge the same vehicle will be exempt, you are not entitled to hold a second permit for another vehicle. If you have changed your vehicle on the companion badge after the 20th of September 2021 please see point 3.7 below.
1.4. If you live on an estate and have received a free estate residents permit, they must cover the same vehicle.
1.5. If you are the parent or legal guardian of a blue badge holder under the age of 18 you can apply for a permit on their behalf. You must live at the same address as the blue badge holder and will only be allocated one permit for one vehicle.
1.6. The blue badge holder's permanent address must be situated within the London Borough of Hackney.
2. Vehicle details
2.1. The vehicle must be registered with the DVLA. Foreign registered vehicles are only eligible for one permit for a maximum of 6 months.
2.2. Your vehicle can be a passenger or a goods vehicle. The overall height must not exceed 2.27m (7’5”), the length must not exceed 5.25m (17’3”) and the unladen weight must not exceed 3,500kg (7,716lb).
2.3. Vehicles must be roadworthy, have valid MOT, road tax and insurance for the entire duration of the permit. In the absence of valid road tax, MOT, SORN or insurance, the permit being cancelled immediately without notice.
3. Permit withdrawal and/or cancellation
3.1. You must not have any outstanding penalty charge notices (PCN) issued by Hackney Council.
3.2. If at any point the blue badge is cancelled or withdrawn the permit will automatically be cancelled without notice.
3.3. Permits remain the property of Hackney Council. We reserve the right to withdraw any permit without giving prior notice or reason and your vehicle may be issued with a penalty charge notice or removed.
3.4. The Council takes fraud and attempted fraud extremely seriously and will not hesitate to take preventative, remedial or punitive actions against any person or organisation suspected of fraud or attempted fraud.
3.5. Your badge may be cancelled if you are found to have committed or attempted to commit fraud. The Council reserves the right to cancel your permit at any time and you may face the permanent suspension of your account or prosecution.
3.6. It is an offence under the Vehicle (Excise) Act 1962 (Section 7) to park or keep a mechanically propelled vehicle on a public road if the vehicle is unlicensed.
3.7. If you change your vehicle or address you must notify parking services completing this form as soon as possible to update our records. Failure to do this following such changes may result in a penalty charge notice being issued as your vehicle will not be covered by this permit.
If digital checks are not completed or successful you may be required to provide more information.
You may be asked to supply:
- the front and back of your blue badge
- driving licence
- council tax statement
- utility bill dated in last 3 months
- signed tenancy agreement
- bank statement (current or savings account) dated in last 3 months
- solicitor’s letter confirming completion (new residents only)
- legally drawn letter from landlord or estate agent valid for the full life of the permit
- rent book from council or housing trust
Please note that the vehicle will only have a valid permit once the application is approved, driving through the restrictions before permit is approved may result in a penalty charge notice (PCN) being issued and these may not be cancelled.
