Bristol Candidate Suspensions
To NEC members including General Secretary David Evans 17th December 2020

We are writing to make three requests concerning Bristol Labour Council Candidates for the May 2021 local elections who have recently been suspended.

Firstly that the process for considering their disciplinary cases should be prioritised and resolved promptly. These candidates have been through lengthy procedures to be accepted onto the Bristol Local Campaign Forum (LCF) panel of candidates. The affected wards and members have been through rigorous selection processes to select these candidates to represent them in May 2021. Wards and candidates need to plan and implement local campaigns and need to know the outcome of the disciplinary process to take the necessary next steps

Secondly, that selection of new candidates in affected wards should be deferred until the disciplinary procedures have been completed. South West Regional Office staff have told Bristol Local Campaign Forum (LCF) that they need to reselect to those seats as the cases might not be heard until after March 2021 when candidates must be declared. Natural justice dictates that the suspended candidates are innocent until proven guilty. To open up selection processes is either:
 - an unjustifiable assumption of guilt before the case has been considered or
 - shows a complete lack of faith in Labour Party processes to deal with cases in a timely manner

Thirdly, it is of the utmost importance that candidates, as in all disciplinary cases, are explicitly told what Labour Party rules they have breached with copies of any evidence available. This level of transparency is essential for them to present their defence and for a fair assessment to be made of their case.

We are not seeking to pass any comment on the suspensions or their outcome. We are seeking prompt resolution according to the rules. We seek to avoid a situation where innocent parties are unable to stand as candidates in May 2021 simply because decisions were not taken in time.
