ACT 56 Application
OUTSTANDING GIFTED PROGRAM AWARD

Ark. Code Ann. § 6-42-104(h)(6) (as amended by Act 56 of the 1983 First Extraordinary Session), states that the Advisory Council for the Education of Gifted and Talented Children shall:

“(A) Select on an annual basis not more than three (3) educational programs for gifted and talented students operated by school districts for recognition as outstanding programs."
 
"(B) The programs so recognized shall be eligible to receive an award of not more than three thousand dollars ($3,000) from funds appropriated to the Arkansas Department of Education for the purpose of making awards to outstanding educational programs.”

A school district in Arkansas may complete the following application regarding the district’s program of services to gifted students to be considered as an outstanding gifted and talented (GT) program.

Applications must be submitted on or before December 20, 2023.

Minimum Qualifications:  
  • District meets Gifted/Talented Program Approval Standards.
  • Districts that have won in the last 5 years are not eligible to apply.
  • Applications will be submitted blind to the Arkansas Advisory Council for Gifted Education for selection.
  • Incomplete applications and applications with ANY identifying information will be disqualified.
  • If acronyms are used, define the acronym to ensure the reviewers are aware of what is being referenced.
  • Do not include links to pictures or videos, names of school, county, community, co-op, clubs, mascot, names of events or partnering institutions, etc.  
  • Maximum character limit per question is 4000.
One ACT 56 Award may be given in each of the following groups:  
  • Group 1 - Districts with less than 1,000 average daily membership (ADM)
  • Group 2 - Districts with 1,001-3,000 ADM    
  • Group 3 - Districts with more than 3,000 ADM

Program Description
Respond to the prompts below and describe how your district's gifted program meets and exceeds requirements from GT Program Approval Standards.  
4.00 Community Involvement *
Describe specific examples of how your gifted program provides opportunity for parent and community awareness, involvement, and engagement.
5.00 Staff Development *
Describe staff development specific to the needs of gifted students for those directly responsible for working in the gifted program and for all district staff. Include examples of ongoing local, regional, state, national professional development for all personnel.
6.00 Personnel *
Without listing names, provide the title or job of each staff member who provides services to gifted students in the district. For each person, identify whether the position is full or part-time, the services provided, number of students served, administrative time provided, education/training, and years of GT experience. Only list personnel who are GT certified or on GT Additional Licensure Plans.
7.00 Identification *
Describe the district's identification procedures. Note efforts to identify under-served populations in your district to ensure inclusion of all students in need of services. 
8.00 Program Options *
Outline K-12 program options available at each grade level and describe the education/training of personnel who deliver these services.  Include details about any services provided that exceed minimum requirements.
9.00 Curriculum *
Describe the K-12 program curriculum.  Address the following: curriculum for the gifted extends or replaces the regular curriculum and is differentiated in content, process, and product; cognitive and affective activities are reflective of student interests and talents; curriculum is carefully sequenced for continuity in accordance with the district's GT scope and sequence.  
10.00 Evaluation *
Describe how the program is evaluated to examine overall program effectiveness and provide information so that modifications and adjustments can be made.  Include the methods used, data sources, and how the results are disseminated to all stakeholders. Describe how student progress is assessed.

It is understood that by submitting this application electronically, the district GT coordinator and the superintendent are approving the content of the application and authorizing its submission.
