2025 Pre-Convention Training: Strategic Steps
Have you ever experienced inappropriate or abusive behaviour from the public or council? Unfortunately, if you’ve worked in the local government sector for any length of time, the answer is ‘Yes.’

Join us for an engaging, insightful and solutions-focused workshop designed specifically for municipal administrators, where Strategic Steps' Craig Pollett, Ian McCormack and Cheryl Spencer Morley will address the pressing issues of incivility and harassment in local government. This session will explore the governance, operational, training, policy, and communications strategies essential for creating and maintain a respectful and professional working environment and community.

Through real-world examples and interactive exercises, participants will engage in dynamic discussions on best practices for developing, implementing, and enforcing policies, managing sensitive or abusive interactions, and crafting communication approaches that promote transparency and trust.

Through the course of the session, all attendees will gain actionable insights to help create a culture of dignity and respect, ensuring that public service remains a space of integrity and collaboration.

AGENDA

1. Opening Keynote with Ian McCormack: (Un)Civil Society

Ian draws on lessons from his latest book, (Un)Civil Society: Countering Gaslighting, Stalking, and Other
Forms of Abuse to set the stage for our workshop.

2. Scope and Scale in NL
Craig outlines the growth and pervasiveness of incivility in the municipal sector in Newfoundland and
Labrador, including the results of an anonymous survey of participants delivered prior to the event.

3. Managing the Messaging
Cheryl will speak to her time as a seasoned senior communications professional in various orders of
government, understanding how important it is to craft messages that are designed to generate
respectful and insightful engagement.

4. Tools
Policy Development and Enforcement, Incident Management, Communications Management
Ian, Craig and Cheryl deliver interactive panel discussions and workshop activities designed to provide
real life tools for administrators and municipalities to use to combat incivility.

5. Wrap-up and Next Steps
A review of the morning and next steps for each participant when they return to their office.
