Eastwood District Junior Rugby Union fields Representative teams in age groups from Under 10's to Under 17's to participate in the NSWJRU State Championships.
Applications are invited from suitably qualified Coaches for the 2018 Representative Season.
Applications must be made on the google form below. Applications will only be accepted with the required Smart Rugby and Volunteer Working with Children Check numbers and expiry dates. These will be needed to be able to complete the form.
ALL coaches / assistant coaches must apply via the google form and be appointed by the Eastwood Junior Committee. Applications close Sunday November 26th 2017Coaches will be announced via email by December 5th 2017
The successful applicants will need to confirm their commitment to the requirements contained in the below EDJRU Representatives Guidelines and in particular to all clauses in the Coach Eligibility Guideline 3 . Please take time to read the 2018 Eastwood Representative Rugby Guidelines. you will be asked to acknowledge you have read and accepted these guidelines as part of your application .

2018 EASTWOOD REPRESENTATIVE RUGBY GUIDELINES
Eastwood District Junior Rugby Union (EDJRU) as a sub committee of Eastwood District Rugby Union Football Club (EDRUFC) is responsible for the administration of junior rugby teams representing EDRUFC and EDJRU in age groups from Under 10 to Under 17 in the New South Wales Junior Rugby Union State Championship competition each year.
The EDJRU Council of Clubs shall appoint a committee (Representative Committee) to oversee the administration of the representative teams.
The Representative Committee shall be comprised of one member from each of the Eastwood district village clubs. The EDJRU Council of Clubs shall appoint a Chairman of that Committee.
1. The Representative Committee, in conjunction with the EDJRU Council of Clubs, shall be responsible for:
(a) fielding the most competitive team available to it to represent EDRUFC.
(b) the appointment of a suitably qualified coach or coaches ( maximum of 2 coaches per team) for each representative team.
(c) the appointment of a team manager for each representative team.
(d) the appointment of independent team selectors who will have primary responsibility for the selection of teams in designated age groups in conjunction with the team coach for that age group. Team selectors and team coaches shall have sole discretion as to the selection of each team and no interference from any other person is permitted. Such selections must fall within these EDJRU Representative Rules.
(e) organising trial matches for each team where appropriate.
(f) organising travel and accommodation arrangements where required.
(g) organising uniforms and other clothing as may be made available to the players from time to time.
(h) organising the provision of equipment for the use of each team.
No person shall undertake any position or role, whether official or unofficial, associated with an Eastwood District Junior Representative Team without the prior approval and appointment by the Eastwood Representative Committee.
The Representative Committee shall have the sole right to approve or reject applications from players in respect of their availability to attend trial or competition games. Applications shall not be determined by any other party.
Each representative team shall:
(a) be comprised of a maximum of: - 36 players 2 teams ( TBC for 2018 ) for the Under 10s and 11s, 23 players for the Under 12s to Under 14's and 25 players for the Under 15s & 17sor any other such number of players as applicable under the NSWJRU State Championships Competition Rules or as otherwise directed by the Representative Committee. Players must be of the appropriate age group.
(b) have a coach or coaches ( maximum of 2 coaches per team) appointed by the Representative Committee.
(c) have a manager appointed by the Representative Committee.
(d) have additional staff appointed as may be required, such staff having first be approved and appointed by the Representative Committee, however each team shall have no more than 3 team officials including coaches and a manager unless approved by the Committee
3. Coach Eligibility
For a person to be appointed as a Coach of an EDJRU Representative Team that person:
(a) must hold the appropriate coaching qualifications being a mandatory Smart Rugby Qualification and a minimum of Level 1 Coaching Certificate to qualify to coach Under 10s to Under 17s. It is preferable that U/15-17 Coaches hold a Level 2 Coaching Certificate
(b) must commit without reservation to giving priority to developing the skills of the individual players in the context of coaching the team by reference to age appropriate Skills Sets.
(c) must be available to:
(i) attend all Coach meetings and sessions conducted by the Representative Committee.
(ii) attend appropriate skills sessions in to which will be invited the Selectors, the players who wish to be considered for selection in the team you are coaching and the Coaches of the District’s club teams for that specific age group. These sessions are designed to create a greater opportunity for the Coach and Selectors to assess the ability of players prior to trial games and to promote co-operation between the District’s club coaches of that particular age group.
(iii) attend to view prospective players trialing for representative team selection where available at club trials or games, attend the club coach and Eastwood Coach age group meeting on Thursday March 22nd ( TBC) , attend the All Eastwood Trials on March 25th ( TBC )and must be available to attend the Representatives Selection Days.
(iv) If applicable to your age group to travel and stay with a team that is playing at a country venue for the June Long weekend from Friday night to Monday
(v) Participate in trial games in particular the Parramatta vs. Eastwood trial on Mother’s day May 13th
(vi) Attend any team social events including Luna Park for the U/10-13’s in May including traveling with the team
(d) must be approved by the Council of Clubs following recommendation from the Representative Committee.
(e) must complete and submit the relevant declaration in respect of Working With Children Check.
(f) must abide by the Junior Rugby Union Code of Conduct. Where practicable, a Coach shall not be the parent or guardian of a player trialing for selection or selected in the same Representative Team to which that Coach nominates for appointment.
4. Manager Eligibility
For a person to be appointed as a Manager of an EDJRU Representative Team that person:
(a) must be approved by the Representative Committee.
(b) must complete and submit the relevant documentation in respect of Working With Children Check.
(c) must abide by the Junior Rugby Union Code of Conduct.
Managers will be appointed by the Representative Committee as soon a possible after the selection of the Representative Teams.
5. Independent Selector Eligibility
For a person to be eligible to be appointed as an independent Selector, that person must:
(a) be approved by the the Representative Committee and must have the appropriate level of experience and expertise deemed necessary by the Representative Committee.
(b) be available to:
(i) attend all “Coach the Coaches” sessions conducted by the Representative Committee.
(vii) attend appropriate skills sessions to which will be invited the Selectors, the players who wish to be considered for selection in the team you are coaching and the Coaches of the District’s club teams for that specific age group. These sessions are designed to create a greater opportunity for the Coach and Selectors to assess the ability of players prior to trial games and to promote co-operation between the District’s club coaches of that particular age group.
(iii) attend to view prospective players trialing for representative team selection where available at club trial games and at the Representatives Selection Day/s, Eastwood coach and club coach meeting in March and Skills Days.
(c) be able to perform the duties of independent selector in the age group or age groups to which that person is appointed by the Representative Committee.
(d) not have a child eligible for selection in a representative team in the age group to which the selector would be appointed.
In considering the selection of players, the Selectors must have regard to the requirement of the Coach to give priority to developing the skills of the individual players in the context of coaching the team by reference to age appropriate Skill Sets.
6. Player Eligibility
For a player to be eligible to participate in the NSW Junior Rugby Union State Championships as a representative of Eastwood District Junior Rugby Union that player:
(a) must be registered with a recognised Eastwood District junior rugby club and must have played in 2018 a minimum of 4 competition matches with that club (Under 10s – 17s)
(b) must qualify under the NSW State Championship Rules and Regulations which state that(i) a player is qualified to play in the JSC if:(a) he/she has played in 2018 at least 4 competition matches for a village club or country town within the Sydney District/Country Zone he is seeking to play for ( U 10's – 17's)
(ii) Each participant in the JSC must be a registered club player and must have completed the requirements of ARU registration in 2018 with a village club, district association or zone association.(iii) There shall be no age dispensation(iv) No player shall participate in a match above his or her age group except in accordance with the ARU 2-year window policy.
(c) if not registered with a village club during the previous junior rugby season, must be registered with a village club in the current junior rugby season and must have played a minimum of 4 competition games with his village club prior to the start of the NSWJRU State Championships in the current year.
(d) must be available for all training sessions designated by the team coach.
(e) must be available for all trial games and competition games as required.
(f) must make his best endeavours to ensure that he/she will not play or be required to play in any other sporting competition on the same day as any NSWJRU State Championship game prior to that game.
(g) All travelling teams player and a parent must be available to travel to a country venue on the June long weekend from Friday to Monday. All players and a parent MUST stay at the designated team accommodation. All players’ accommodation will be subsidised for the 3 nights (age group/s , amount per night and venue to be confirmed upon selection)
(h) must satisfy the age criteria as designated by the Representative Committee.
(i) is required to play in the appropriate Representative Team age group for players of that age, irrespective of the age group that person may play with in their junior club.
(j) must abide by the Junior Rugby Union Code of Conduct.
(k) must play in the Representatives Selection Day/s unless a dispensation to play has been sought and obtained from the Representative Committee.
Village clubs should try to ensure that their Representative players make their best endeavours to play a minimum of 4 games with the village club in the period following the conclusion of the State Championships or abide by SJRU rules to comply with further higher Representation opportunities.
7. Player Eligibility Exemptions
Should a player wish to participate in the NSW Junior Rugby Union State Championships and that player does not meet the eligibility criteria because of injury, illness or for any other reason, that player:
(a) must apply in writing to the Eastwood District Junior Rugby Union Representative Committee stating the reason for requesting an exemption.
(b) must produce a medical certificate in the case of injury or illness verifying the nature of the injury or illness and the period during which the player was unable to participate in playing with that player's village club.
(c) in any other case that player must provide documentary evidence as to the reason he/she was unable to participate in playing with his village club and the period of such inability.
Upon receipt of all necessary documentation the Representative Committee will, as soon as practicable, forward such documentation to the Eastwood District Junior Rugby Union Council of Clubs, together with a recommendation, for the Council's consideration.
8. Player’s Entitlements
Each player selected in an Eastwood Representative Team shall be entitled to:
(a) receive team clothing, including playing shorts and socks, as designated by the Representative Committee at a cost specified by that Committee.
(b) receive, on loan, an EDRUFC playing jersey. Each player shall ensure that the jersey is returned to the team Manager at the conclusion of each game. No player shall retain his jersey following the conclusion of the NSWJRU State Championships.
(c) Ages 10 to 14• Coaches and Managers will endeavour to ensure all players playing receive a reasonable amount of game time across trials, State championship pool and semi final games.• Eastwood reserve the right to limit a player’s game time if the player is having disciplinary/behavioural issues, continually arrives late to training or games without prior explanation. Clear communication from the manager will precede this action. • Coaches must consider players ability, safety and attitude in determining the amount of game time received Ages 15 to 17• The strongest 15 players will be selected to start every game. The starting 15 will be given ample opportunity to secure a win before replacements might be made. Replacements will be made at the discretion of the coaches at the time of their choosing.• Preliminary starting 15 will be communicated at the announcement of the team.• Players will be given ample opportunity to press for selection during trial games before the State Championship.• Players not comfortable with being in the squad but not in the starting 15 will be given an opportunity to withdraw before signing the “Agreement to play”• Coaches must consider players ability, safety and attitude in determining the amount of game time received
9. Coach's Responsibilities
(a) To assist the Independent Selectors in the selection of the team, the Selectors having the primary responsibility for the composition of the team.
(b) To train the players to the best of the Coach's ability.
(c) To appoint a Captain of the team.
(d) To provide each player with an equal opportunity
(e) To be available for all skills days, selection trials, meetings, training sessions and team social/bonding events
10. Manager's Responsibilities
(a) To ensure that each player is provided with up to date information relating to the date and time of training, trial games, competition games, excursions and social events.
(b) To ensure that each player is provided with the necessary equipment, including playing uniform, to satisfactorily fulfill his Representative opportunities.
(c) To ensure that the team is provided with the necessary equipment to satisfactorily fulfill its Representative goals.
(d) To ensure that all jerseys are collected at the conclusion of each game/day and to arrange for the laundering of the jerseys and to ensure their availability prior to the commencement of each game.
(e) To ensure that the full set of jerseys and all other equipment is returned to EDJRU as soon as practicable following the conclusion of the NSWJRU State Championships.
11. Independent Selector’s Responsibilities
(a) To select the strongest possible team to represent EDRUFC and EDJRU in the age group or age groups to which the selector has been appointed by the Representative Committee.
(c) To select the team in an unbiased manner, ensuring that each player receives an equal opportunity for selection in that team.
(d) To liaise with the Coach in determining the team to be selected. Teams are to be selected by agreement between the Coach and Selectors. Should the Coach and Selectors not agree as to the selection of a player or players, the selection shall be based on one vote from each of the Selectors and one vote from the Coach.
(e) To advise the Representative Committee of the players selected as soon as possible following the selection of the team.
12. Player Transfers Between Districts
Should a player registered with an Eastwood Village Club wish to represent a district other than Eastwood in the NSWJRU State Championships, that player:
(a) must have participated in the process for selection in an Eastwood Representative Team for that year.
(b) must have been unsuccessful in that selection process.
(c) must have had written application made to the Representative Committee from the district seeking that player's availability.
(d) must apply in writing to the Representative Committee for permission to play for another District.
(e) must have received approval from the Representative Committee to play with another district.
