Re: Sanctuary Campus status and proposed meeting

In a video released on Friday, November 11th, President Norton asserts a three-fold view: that UNC’s students, faculty, and staff are family; that the UNC family cares for every member of the campus community; and that each member of the UNC family is welcome and necessary. We, the undersigned, concur with the spirit of President Norton’s formulation. We now join with campus communities across the nation in asking that the UNC administration and Board of Trustees take affirmative steps to help ensure that, as an institution, UNC will demonstrate care of and protection for the most vulnerable members of our community.

In this spirit, we ask President Norton and the UNC Board of Trustees to take the following concrete steps:

1. Resist any policies that could result in the deportation of any student, faculty member, or staff member without proper legal representation, due process, and fair and impartial judicial hearings. These policies include refusing to allow law enforcement agencies to conduct raids on campus without a warrant and prohibiting UNC’s police officers from taking on the responsibility of enforcing immigration law.

2. Ensure that the university will not share students’ personal information—including address and immigration status—with US Immigration and Customs Enforcement, or any other government agency, without a court order.

3. Publicly support the continuation of the Deferred Action for Childhood Arrivals (DACA) program and the Advancing Students for a Stronger Economy Tomorrow (ASSET) bill (SB-13-033), the latter granting in-state tuition rates to Colorado residents regardless of immigration status. Maintain current financial aid for students with ASSET designation and review amount on a yearly basis to keep up with tuition increases and other costs associated with attending UNC. One way to support DACA publicly is to join hundreds of other university presidents and chancellors to sign the “Statement in Support of the Deferred Action for Childhood Arrivals (DACA) Program and our Undocumented Immigrant Students.” See the following: https://www.pomona.edu/support-daca 

4. Provide additional opportunities to support all students from historically marginalized groups. This support includes reinstating the suspended Dreamer Zone Training, supporting and promoting Bystander Engagement Training, and continuing support for the DREAMer Engagement Program (DEP).

5. Issue a public statement condemning any government plans requiring individuals to register on the grounds of nationality, religious belief, or other criteria. Reaffirm the university’s commitment to an inclusionary, diverse, transparent, and, above all, safe university environment.

We ask for immediate action on the basis of two unequal, yet important, realities. First, President-Elect Donald Trump has pledged to deport millions of immigrants, build a wall that divides the United States from the global south, and abolish the DACA program, which provides relief from deportation for over 700,000 young people in the United States. He is also seeking input on a registry of Muslims. Whether or not these ideas become policies, we believe it is in the best interest of the UNC community to address the issues they raise directly.

The second reality motivating our request is a concern that failure to make these declarations will result in a significant and persistent drop in UNC undergraduate and graduate student enrollments. Anecdotally, we have heard from students who are planning to transfer or advising their siblings, neighbors, and friends not to attend UNC. The American Association of University Professors (AAUP), whose policies represent best practices in education, has “approved a resolution condemning campus hate crimes and supporting the campus sanctuary movement.” (See the resolution here: https://www.aaup.org/news/atmosphere-campus-wake-elections#.WD2RNWW1cvi) We are concerned that, by not declaring these suggestions as institutional values, our inaction will limit our ability to recruit and retain high-quality faculty, staff, and students, thus harming the very institution about which we all care so deeply.

In her statement, President Norton declares that “we cannot allow divisive politics to distract us from our ongoing commitment to build a healthy university community.” Instances of hostilities have already affected our campus. UNC has the opportunity to embrace its diverse student body and ensure that our students, faculty, and staff are afforded every protection from attacks and dangerous policies.

We believe the time for action is now. We, the Faculty-Led Student Support Task Force, therefore request a response before the end of this semester and to be on the agenda of the next Board of Trustees meeting to discuss action plans for the above requests.
