The Governing Board welcomes statements from residents, and appreciates constructive suggestions and comments that help meet the educational needs of the District.

To help assure a fair hearing for persons wishing to speak on any subject(s) on the agenda, each such person may choose from two (2) procedures:
1. Notify the Superintendent in writing twenty-four (24) hours in advance of the meeting that you wish to speak to a specific agenda item as per Board Policy BEDH; or
2. Complete this form, indicating your wish to speak on an item - during Hearing of the Public - that is not on the Board agenda. The form should be given to the secretary of the Board (or designee) prior to Hearing of the Public. The President of the Board will then recognize speakers. Each speaker is allowed a maximum of three (3) minutes in order to provide others an opportunity to speak. A maximum of 15 minutes is allotted to each subject matter.

As common courtesy to others attending the meeting, no boisterous or unruly conduct shall be permitted at any Board meeting. Persistent boisterous or disruptive conduct shall be grounds for termination of that person's privilege of addressing the Board by the President.
Arizona Revised Statute 13-2911 ("Interference with the Peaceful Conduct of Educational Institution") and Yuma School District No. One Board Policy KFA ("Public Conduct on School Property") prohibit "any conduct intended to obstruct, disrupt, or interfere with Board sponsored or approved function," "physical or verbal abuse or threat of harm to any person," "conduct or speech that violates commonly accepted standards of the District," and "failure to comply with lawful direction." A person who knowingly commits said interference may be guilty of a misdemeanor and may be subject to penalty.
No oral presentation shall include charges or complaints against any employee of the District, regardless of whether or not the employee is identified in the presentation by name or any other reference that tends to identify. All charges or complaints against employees shall be submitted to the Board under provisions of Board Policy KEB.
