There is a practical and reasonable alternative in the MCER study that establishes a new school for the children of Arp Elementary without destroying eight (8) other neighborhood schools. This solution supports the strong sense of community that Cheyenne embodies. Please convince decision-makers to make the right choice.
We, the undersigned parents and community members, urge leaders at the District, City and State levels to work towards adopting Remedy 1b as an alternative to the current recommendation of 4c in the 2024 Laramie County School District #1 (LCSD1) Most Cost Effective Remedy (MCER) Study.
Specifically, Remedy 1b, as outlined in the MCER study but discarded before refinement, is actually the most cost-effective remedy because it provides the greatest benefit per dollar spent.
Further, Remedy 1b takes into account the impacts to the local community and the desire of citizens within Cheyenne to not close neighborhood schools. Identifying Remedy 1b as the Most Cost-Effective Remedy accomplishes the following objectives:
(1) Funds the most critical construction needs in LCSD1 to include the:
Immediate replacement of Arp Elementary;
Replacement of Hobbs and Jessup;
Renovation of Miller and Sunrise; and,
Addition to Saddle Ridge.
(2) Avoids demolishing 8 neighborhood schools in furtherance of a misguided effort to impose an 800-kid, 5/6 grade school structure that is objectively worse for children and the community.
(3) Complies with state law by considering the following:
Effects on the local community;
Availability of funding;
The total cost/benefit analysis;
Lawful definition of a remedy to not include school closures; and,
Long-term financial interests of the State and most cost-effective means to remedy facility needs.
In contrast, the current recommendation would destroy 8 neighborhood schools without securing over $170 million of additional funding necessary to accomplish the complete overhaul of elementary education in LCSD1.
Remedy 1b is a clear win-win for Cheyenne and the State of Wyoming. Please work towards considering this option on its merits and ultimately adopting it as the Most Cost Effective Remedy.
