An Exercise has been initiated by DPE for Redefining the role and functioning of CPSEs in collaborative and holistic manner. In this respect a questionnaire is given below. Response of all the questions to be submitted after interaction with all the executives/staffs/workers/union representatives by 18.09.2017
i. केंद्रीय सार्वजनिक क्षेत्र के उपक्रमों में निर्यात को प्रोत्साहन देने तथा आयात को कम करने के लिए क्या प्रयास किए गए हैं? /What have been the efforts in CPSEs to promote exports and to encourage import substitution?/
Special attention has been emphasised for improvement in quality vis-a-vis reduction in cost of production of Coal and products to compete in global market.

ii. केंद्रीय सार्वजनिक क्षेत्र के उपक्रमों में प्रचलित सर्वोत्तम कार्यप्रणाली को सबको बताना /Sharing of best practices between CPSEs.
Many of our important practices / activities are being shared through various websites. Various symposia, seminars workshops, conclaves etc are being organised to share practices, views, etc. on different topics at various levels.

iv. सरकार और केंद्रीय सार्वजनिक क्षेत्र के उपक्रमों के मानव संसाधन प्रबंधन में क्या समानताएं और विभिन्नताएं हैं? /What are the similarities/differences in Human Resource Management (HRM) policies between Government and CPSEs?
Stereo - type fixed syllabus - based training arrangement in both Govt, as well as CPSEs. CPSEs have started organising training programmes covering various subject matters flexibly whereas such initiatives in Govt. sector is slow paced.

The check & balance system has been introduced at each level to reduce wasteful expenditures. More efforts are needed to reduce the same to its minimum.

The step - wise strategic planning, adequate infrastructural support commensurating with global standard, ensuring its proper utilisation, monitoring with a view to gradify persons engaged in it for felicitation & reward which will also motivate others.

vii. क्या कंपनियां युवा छात्रों से कोई बातचीत करती हैं? क्या उनके पास छात्रों को इंटर्नशिप (प्रशिक्षण) देने के लिए कोई नीति है? /Do they have any interaction with young students? Do they have any policy for offering internships?
Yes, very often we interact with them and take feed back during training – period as we are offering Vocational Trainings, Post Diploma Practical Training etc. to the young students of different institutions. Recently, we have also started a free coaching classes for preparation of IIT JEE for aspiring candidates residing in whole peripheral areas including command areas of BCCL.

viii. कारपोरेट सामाजिक उत्तरदायित्व (CSR) के अंतर्गत गतिविधियों की समीक्षा कीजिए। क्या कोई सामान्य सीएसआर फंड बनाया गया है? क्या इसके लिए प्रत्येक वर्ष विषय आधारित गतिविधियों को चुना जा सकता है? उदाहरण के लिए वर्ष 2018 को स्कूलों के निर्माण के वर्ष के रूप में चुना जा सकता है। /Review the activities under CSR. Can a common CSR fund be established? Can theme based activities be chosen every year for concerned efforts? For e.g 2018 could be chosen as the year for construction of Schools etc.
The different activities under CSR schemes are being implemented which needs an integrated approach by creating a common general fund for far reaching and bigger and gainful achievements. Yes, definitely, it can be.

Through global tendering some of the modern technologies have been used in our mines. Further new technologies commensurating with global standard complying environmental laws.

BCCL is felicitating more & more Cash less / Digital transaction, Paperless office, e - governance etc. Attempts to progress ahead in the direction e - office, on - line knowledge management system etc. paced with Central Government Dept.

xi. केंद्रीय सार्वजनिक क्षेत्र के उपक्रमों की आवासीय कॉलोनी को मिनी स्मार्ट सिटी के रूप में क्यों नही विकसित किया जा सकता है? /Why can’t the residential colonies of CPSES be developed as mini smart cities?
Yes, it can be. This will help in further development of 100 smart cities of Government of India.

Less has been accomplished so far, more actions to be taken under the guidance of Govt. of India.
