Statement to boycott Israeli universities in Morocco - Appel à cesser toute collaboration académique entre le Maroc et Israël

منذ توقيع اتفاق التطبيع المشؤوم بين الدولة المغربية وإسرائيل في دجنبر 2020، توالت مذكرات "التفاهم" والاتفاقيات بين مؤسسات بحثية وجامعية مغربية وإسرائيلية نذكر منها على سبيل المثال:
- جامعة محمد السادس متعددة التخصصات التقنية-بن جرير مع كل من الجامعة العبرية، جامعة رايخمان الخاصة، جامعة بن غوريون والمعهد الإسرائيلي للتكنولوجيا.
- الجامعة الدولية بالرباط مع جامعة بن غوريون .
- الجامعة الأورومتوسطية بفاس مع كل من الجامعة العبرية، جامعة تل أبيب، وجامعة شنكار .
- معهد الحسن الثاني للزراعة والبيطرة مع الجامعة العبرية .
- المدرسة الوطنية للتجارة والتسيير بالدار البيضاء مع كلية الإدارة في جامعة تل أبيب .
- جامعة عبد المالك السعدي بتطوان مع جامعة حيفا .
تتم هذه الخطوات التطبيعية في المجال الأكاديمي والبحثي برعاية وتشجيع مباشرين من الدولة المغربية حيث وقعت وزارة التعليم العالي والبحث العلمي في ماي 2022 مذكرة تفاهم مع وزارة الابتكار والعلوم والتكنولوجيا الإسرائيلية.
وتجدر الإشارة إلى أن "الجامعات الإسرائيلية جزءٌ لا يتجزأ من منظومة الاستعمار والأبارتهايد، ومتورّطة في جرائمه المستمرة بحق الشعب الفلسطينيّ وشعوب المنطقة العربية. إذ تلعب هذه الجامعات دوراً أساسياً في تطوير المعارف والتقنيات القمعية، العسكرية والأمنية الإسرائيليّة، ما دعا المجتمع المدنيّ الفلسطينيّ إلى إطلاق نداء المقاطعة الأكاديمية لهذه الجامعات المتواطئة، لزيادة عزلة العدوّ الإسرائيليّ دولياً."[1] لذا تلعب هذه المؤسسات بشكل من الأشكال أدوارا متعددة في حرب الإبادة الجماعية الجارية الآن ضد الشعب الفلسطيني في غزة. وقد قامت بتوقيف أو طرد عشرات الطلبة الفلسطينيين بسبب تضامنهم مع إخوانهم في غزة أو مطالبتهم بوقف العدوان. كما أن بعض الجامعات التي تم التطبيع معها تقوم بتهديد الأكاديميين الفلسطينيين[2]. إن ''التعاون والشراكة'' مع هذه المؤسسات لا يشرف الجامعيين والباحثين المغاربة الذين ما فتئوا يدعمون، كبقية الشعب المغربي، نضالات الشعب الفلسطيني من أجل التحرر الوطني وإنهاء الاستعمار الاستيطاني. ويمكن اعتبار الاستمرار في هذا التطبيع الأكاديمي تواطؤا مكشوفا مع الجرائم المرتكبة من طرف الاحتلال الصهيوني في حق الفلسطينيين. لذا فإننا، الفعاليات الأكاديمية والباحثين الموقعين أسفله، ندعو للوقف الفوري للتطبيع مع إسرائيل في كافة المجالات من بينها الحقل الأكاديمي ولمقاطعة المؤسسات الأكاديمية الإسرئيلية.

Since the Israel–Morocco normalization agreement in December 2020, there have been several memorandums of understanding and agreements between Moroccan and Israeli researchers and universities; among them are:
- Mohammed VI Polytechnic University - Benguerir with Hebrew University, Reichmann Private University, Ben Gurion University, and the Israel Institute of Technology.
- International University of Rabat with Ben Gurion University.
- Euromed University of Fez with the Hebrew University, the University of Tel Aviv, and the University of Shankar.
- Agronomic and Veterinary Institute Hassan II with the Hebrew University.
- Casablanca National School of Commerce and Management with Tel Aviv University, Faculty of Management.
- Abdelmalek Saadi University of Tetouan with University of Haifa.
Furthermore, it is worth mentioning that the "Moroccan Ministry of Higher Education and Scientific Research and the Israeli Ministry of Innovation, Science, and Technology signed a Memorandum of Understanding in May 2022 to normalize academic and research relations It should be noted that Israeli Universities are accomplices in Israel's regime of settler colonialism and apartheid and are major actors in the ongoing crimes against the Palestinian people and the people of the Arab region. Indeed, these universities actively advance Israeli military and security knowledge and techniques. That is why Palestinian civil society launched a call for an academic boycott to enhance the international isolation of Israel by targeting these complicit institutions"[1].
Hence, these institutions play various roles in the ongoing genocidal war against the Palestinian people in Gaza. They have arrested or expelled dozens of Palestinian students for expressing solidarity with their peers in Gaza or demanding a ceasefire. Likewise, Palestinian academic colleagues face constant threats in universities where normalization has occurred [2].. These cooperations do not fully acknowledge the commitment of Moroccan universities and researchers who, in alignment with the Moroccan population, persistently support Palestinian struggles for national liberation and the end of settler colonialism. That is why we, as academics, perceive academic normalization as a form of explicit complicity with the crimes committed by the Zionist occupation against Palestinians. Professors and academic researchers are calling for an immediate halt to the normalization of relations with Israel in all fields, including the academic field, as well as a boycott of Israeli academic institutions.

Depuis la signature de l'accord de normalisation en décembre 2020, des mémorandums d'entente et des accords ont été conclus entre des établissements de recherche et d’enseignement supérieur marocains et israéliens. Parmi eux, on peut citer les accords/mémorandums entre:
- L'Université polytechnique Mohammed VI - Benguerir et l'Université hébraïque, l'Université privée Reichmann, l'Université Ben Gourion et l'Institut israélien de technologie.
- L'université internationale de Rabat et l’université Ben Gourion.
- L'université Euromed de Fès et l'université hébraïque, l'université de Tel Aviv et l'université de Shenkar.
- L’Institut agronomique et vétérinaire Hassan II et l'Université hébraïque.
- L’École nationale de commerce et de gestion de Casablanca et la faculté de gestion de l'université de Tel-Aviv.

Cette normalisation académique est parrainée et encouragée par l’Etat marocain puisque le ministère marocain de l'enseignement supérieur et de la recherche scientifique et le ministère israélien de l'innovation, de la science et de la technologie ont signé un mémorandum d'entente en mai 2022.
Il convient de noter que « les universités israéliennes font partie intégrante du système de colonisation et d'apartheid, et sont impliquées dans ses crimes permanents contre le peuple palestinien et les peuples de la région arabe. En effet, ces universités jouent un rôle essentiel dans le développement des connaissances et des techniques répressives de l'armée et de la sécurité israéliennes, ce qui a poussé la société civile palestinienne à lancer un appel au boycott académique de ces universités complices pour isoler encore plus l’ennemi israélien au niveau international »[1]. Ces institutions jouent, d'une certaine manière, des rôles multiples dans le génocide en cours contre le peuple palestinien à Gaza. A ce jour, des dizaines d’étudiants palestiniens ont été mis à pied ou expulsés pour leur solidarité avec leurs frères à Gaza ou pour leur demande de cessez-le-feu. En outre, nos collègues universitaires palestiniens sont constamment menacés dans les universités qui ont conclu des accords avec des institutions marocaines[2]. Cette ‘’coopération’’ déshonore les universités et les chercheurs marocains qui, comme le reste de la population marocaine, continuent à soutenir les luttes du peuple palestinien pour la libération nationale et la fin du colonialisme de peuplement. Cette normalisation académique peut être considérée comme une complicité ouverte avec les crimes commis par l’Etat colonial d’Israël contre les Palestiniens. Nous, les universitaires et les chercheurs dont les noms figurent ci-dessous, appelons à l'arrêt immédiat de la normalisation des relations avec Israël dans tous les domaines, y compris le domaine universitaire, ainsi qu'au boycott des institutions académiques israéliennes.
