Medicaid Dental, Hearing, and Vision, Services Comment Collector
The Kentucky Department for Medicaid Services (DMS) filed new regulations to cover more comprehensive dental, hearing, and vision services for approximately 900,000 adults enrolled in Medicaid coverage. Some services were covered as of January 1st, 2023, but the previous regulations were found deficient by the Kentucky General Assembly in SB65 during the 2023 Regular Session. 

In order for dental, vision and hearing services to continue to be available to thousands of Kentuckians, new emergency regulations were filed by DMS and are currently in place at this time. The non-emergency regulations will be up for review soon. These regulations include some provider rate increases and additional covered services. They will have no significant impact on Kentucky's budget.

A public comment period for the current regulations ended June 30th, 2023. The ordinary regs are tentatively scheduled to be heard at the September 12th meeting of the Administrative Regulation Review Subcommittee. 

A public comment period for the emergency regulations ended on May 31st, 2023, however, they were found deficient May 9th, 2023, prior to those comments being collected. The July meeting was canceled, and there was no additional vote taken during the August 8th, 2023 hearing. The e-regs are now in possession of House and Senate leadership awaiting further action, possibly to be assigned to an Interim Joint Committee for consideration.

These regulations will continue to be reviewed by the Kentucky General Assembly, so it is important that your State Senator and State Representative hear from you! Again, the Medicaid dental, vision and hearing ordinary regulations are currently on the September 12th agenda, the meeting will begin at 1pm ET. By completing this survey your comments will be shared with state policymakers.

Currently, these services are available to eligible Kentuckians through at least the end of the calendar year 2023, but, Kentuckians deserve to have these services permanently made available! Dental Services
This regulation covers 2 cleanings per year, fillings, dentures, root canals, crowns, extractions, restorations, some implants, and periodontics. Previously, adults were only eligible for one annual cleaning, extractions, and limited fillings.
Vision Services
This regulation covers glasses and contacts for the first time. Previously, adults could receive a vision screening or exam.
Hearing
This regulation covers screening tests and hearing aids for adults for the first time. Previously, adults could only get an evaluation and referral.
